About The Position

Under general supervision, to lead, oversee, and participate in the work of a crew engaged in a wide variety of equipment and heavy equipment work. This position works in conjunction with the crew to facilitate the compliance of the MS4 permit that relates to mowing, street sweeping, stormwater controls maintenance such as creek channels, ditches, outfalls, pipes and catch basins.

Requirements

  • Knowledge of methods, materials, equipment, and techniques used in stormwater operations.
  • Knowledge of general carpentry, electrical, welding, concrete and plumbing work.
  • Knowledge of motorized equipment such as motor graders, excavators, gradall, front-end loaders, backhoes, boom trucks, dump trucks, hydro-mulch truck, water truck, street sweepers, skid steers, tractors with various attachments, fork lifts, pumps and other stormwater related maintenance and construction equipment.
  • Knowledge of principles and practices and occupational hazards and safety precautions of maintenance work.
  • Knowledge of safe driving principles and practices.
  • Skill to use and care for a variety of tools and equipment used in stormwater operations and maintenance.
  • Skill to operate office equipment including a personal computer.
  • Skill to safely operate various types of motor vehicles.
  • Ability to operate medium and heavy equipment used in routine activities, including a variety of motorized equipment such as motor graders, excavators, gradall, front-end loaders, backhoes, boom trucks, dump trucks, hydro-mulch truck, water truck, street sweepers, skid steers, tractors with various attachments, fork lifts, pumps and other stormwater related maintenance and construction equipment.
  • Ability to set line and grade with construction level.
  • Ability to lead a crew of maintenance workers engaged in maintenance and construction work.
  • Ability to follow written and oral instructions and communicate clearly and concisely, both orally and in writing.
  • Ability to establish and cooperative working relationships with those contacted in the course of work, both internally and externally.

  • Two (2) years of experience in the area of work assignment including stormwater maintenance and construction or streets maintenance, irrigation, water and sewer construction and maintenance, parks maintenance, fabrication and installation of a variety of traffic signs and other markings, and/or building maintenance is required.
  • A high school diploma or GED is required.
  • A valid Class A Texas Commercial Driver’s License (CDL) is required.

Nice To Haves

  • A Noncommercial Political Pesticide Applicator License is preferred.

Responsibilities

  • Perform dry and wet weather screening on all outfalls within the City to include visual assessments for illicit discharges or other contaminants entering the MS4 as well as overseeing preventative maintenance activities and requirements of stormwater infrastructure.
  • Review and maintain MS4 maintenance activities.
  • Oversees MS4 compliance of stormwater structural controls, detention pond preventative maintenance and inspection including visual assessments for illicit discharges or other contaminants (floatables).
  • Supervise and participate in construction, maintenance, and repair of stormwater lines; pumps.
  • Oversee and participate in the work of the crew engaged in creek channel and drainage structure maintenance, mowing and street sweeping.
  • Manage and participate in the work of the crew to perform a variety of grounds and building maintenance activities in creeks and drainage ways.
  • Oversee and conduct inspections on the stormwater pumps and other structural control devices.
  • Maintain and assign work orders, stormwater material and equipment inventory.
  • Prepare reports that document field activities and observed conditions; maintain appropriate records and files.
  • Gather and prioritize day-to-day work logs and perform data entry of daily work production.
  • Functions as the Stormwater Safety Representative and oversees all monthly safety meetings, assesses Stormwater safety policy, and applies Safety Coach Tools and reports as necessary as well as other aspects of safety, as determined by the Stormwater Maintenance Supervisor.
  • Accountable for maintaining records and assuring that all Stormwater employees are properly trained and continuously updated on the operations of equipment.
  • Responsible for maintaining records of equipment maintenance and assuring that all equipment receives timely preventative maintenance as required.
  • Perform other job related duties and responsibilities as assigned.
