The Stormwater Project Manager plays a vital role in protecting local waterways and improving stormwater quality through field inspections, project management, regulatory compliance, and innovative program development. This position serves as a key leader in the City’s stormwater quality efforts, helping prevent pollution, protect water resources, and ensure construction and development activities comply with federal, state, and local requirements. The role works closely with engineers, planners, contractors, developers, residents, and partner agencies to address drainage and water quality concerns, oversee stormwater projects, and promote responsible development practices. Requirements

  • Bachelor's degree in civil engineering or a related field OR bachelor's degree in a non-related field with registration as an Engineer-in-Training (EIT)
  • Two (2) years of professional level experience planning, coordinating, and managing projects
  • Valid driver's license
  • Any combination of relevant education and relevant experience may be substituted on a year-for-year basis.
  • Minimum requirements such as driver's license and certifications may not be substituted and are required at time of hire.

Nice To Haves

  • Two (2) years of experience in public communication and outreach.
  • Three (3) years of experience reading and reviewing plans.
  • Professional certification related to stormwater field (CFM, PH, GIT, RG, EIT, PE).
  • Training on or experience with ADOT Erosion Control Course or similar certificates
  • Knowledge of low impact development, maintenance, stormwater techniques
  • Course work in hydrology and hydraulics.
  • Experience and/or training with applicable software applications. Autodesk, Bentley, etc.
  • CPESC certification (or equivalent) or ability to obtain within one year.

Responsibilities

  • Provides excellent customer service to both internal and external customers.
  • Attends meetings and performs related duties as required
  • Reviews construction plans for projects.
  • Reviews Development Review Board (DRB), Capital Improvement, or Private Development design and construction plans for concerns and input.
  • Provides inspection services related to commercial, industrial, and residential building projects including ensuring compliance, issuance of permits, and approval of key milestones.
  • Manages project delivery for capital stormwater projects and for internal projects utilizing city staff.
  • Delivery of special projects related to watershed health including restoration, preservation, and maintenance.
  • Special project development, public outreach, and funding allocation.
  • Manages the National Pollutant Discharge Elimination System erosion control inspections and International Building Code and International Residential Code grading and drainage inspections for residential and commercial properties.
  • Evaluates the stormwater infrastructure maintenance program and provides direction for program improvements.
  • Performs building permit reviews for stormwater and floodplain regulations.
  • Performs review of Temporary Use Permits, Right-of-Way Permits, Encroachment Permits, and Stockpile permits for stormwater regulations.
  • Coordinates building permits requirements with subdivision designs.
  • Updates Innoprise system with address-based development restrictions.
  • Manages/Coordinates maintenance requests and work orders stemming from drainage complaints and investigations.
  • Oversees Temporary staff and volunteers
  • Manages the stormwater infrastructure GIS inventory.
  • Manages the enforcement of the NPDES erosion control regulations and the IBC grading and drainage regulations.
  • Operates specialized stormwater program software in efficient manner; Researches and recommends technologies that improve customer service, customer engagement, customer data analytics, and streamlines staff processes.
  • Serves as liaison between the City and various private businesses and governmental agencies.
  • Prepares reports and proposals to City policy in relation to the Stormwater program.
  • Monitors the program for effectiveness through (compliance with federal, state, local requirements) complaint tracking, website and media tracking practices, and participation in various programs, and recommends necessary changes or modifications.
  • Recommends schedules and develops budget requirements for implementation.
  • Secures necessary administrative and policy approvals.
  • Coordinates implementation of stormwater management measures that may affect other City programs, policies, or ordinances.
  • Supervises the Stormwater Inspection Program, including temporary personnel.
  • Implements Enforcement Response Plan.
  • Completes and submits grant applications related to funding stormwater or other program projects as needed.
  • Performs required education and outreach for public, consultants, developers, and contractors and city staff.
  • Drives to construction sites within city limits including residential and non-residential locations, schools, and meeting locations, and may travel to regional meetings/conferences on occasion.
  • May travel by plane or vehicle to conferences and seminars on a quarterly basis.
  • Other duties as assigned.
