The Town of Castle Rock is seeking a Stormwater Inspector or Senior Stormwater Inspector to join their team. Requirements

  • A valid Colorado driver's license
  • Certified Stormwater Inspector (CSI) or Certified Inspector in Sediment and Erosion Control (CISEC)
  • Ability to read, understand, and correctly interpret construction drawings, topographic maps, aerials, reports, permit conditions, plats, legal documents, and regulations.
  • Working knowledge of terminology and practices of construction, field civil engineering practices, and survey methods.
  • Ability to interpret and apply scientific theory, mathematical formulas, statistical analysis, fractions, percentages, ratios, and proportions to practical situations.
  • Working knowledge of MS Word, MS Excel, project tracking, and records management software.
  • Ability to use computers, electronic data transfer systems, and mobile data collection devices.
  • Ability to prioritize multiple tasks, meet or exceed prescribed deadlines, and maintain composure under intense situations.
  • Consistently demonstrates excellent attendance and punctuality.
  • Ability to physically access construction sites for inspection during all stages of work and in all types of weather.
  • Ability to lift, carry, push, and/or pull objects and materials more than 25 pounds including the removal of manhole lids.

  • Must satisfactorily complete a criminal background check and driving record check prior to commencing employment.
  • Stormwater Inspector: Two to three (2-3) years' of related construction experience; or an equivalent combination of education, training, and experience.
  • Senior Stormwater Inspector: Five (5) years' of related construction experience or any equivalent combination of education and experience.

Responsibilities

  • Performs on-site Temporary Erosion, and Sediment Control (TESC) inspections on common residential and commercial land development projects, individual residential lot construction, capital improvement projects, and other related construction activities in accordance with the Town’s Phase II MS4 permit requirements and TESC manual.
  • Coordinates with public works and building department staff to ensure milestone TESC duties are completed following approved levels of service and in cooperation with project acceptance schedules.
  • Participates in pre-construction, on-site progress, and project acceptance meetings to communicate TESC requirements with developers and contractors through all phases of work.
  • Maintains current and accurate records of inspections using Town forms and record-keeping software.
  • Provides data to the Stormwater Specialist/Coordinator on inspection activities and enforcement actions.
  • Provides timely and accurate issuance of all notices of non-compliance on construction sites using both verbal and written forms of communication.
  • Makes recommendations to the Stormwater Compliance Supervisor on the issuance of stop work orders.
  • Performs and assists with compliance inspections on new and existing stormwater infrastructure including, but not limited to, permanent water quality facilities, detention ponds, stormwater outfalls, and drainageway improvements to ensure compliance with the Town’s Phase II MS4 permit and related criteria.
  • Determines the overall effectiveness of temporary controls for reducing erosion and sediment discharge, approves minor field changes that won’t adversely affect the overall design intent of the controls, and identifies when major design changes to the plan are required on construction sites.
  • Determines appropriate levels of violation and enforcement action based on Town regulations.
  • Accompanies State stormwater inspectors during state-led inspections on assigned projects.
  • May support inspections as assigned to support the Town’s water conservation, meter services, water, and wastewater programs.
  • This position is part of the Town’s snow removal program and will have scheduled on-call responsibilities through the winter months to remove snow using a 4-wheel drive pickup and/or heavy equipment.
  • Conducts highly complex, on-site Temporary Erosion and Sediment Control (TESC) inspections on residential and commercial land development projects, individual residential lot construction, capital improvement projects, and other related construction activities in accordance with the Town’s Phase II MS4 permit requirements and TESC manual.
  • Inspection sites could include areas with multiple active and/or adjacent projects.
  • Attends pre-construction meetings, on-site progress meetings, and project acceptance meetings to communicate TESC requirements with developers and contractors through all phases of work.
  • Provides mentoring, guidance, and training to stormwater inspectors on inspection methods, report writing procedures, and related tasks.
  • Adjusts to changing work conditions and unexpected assignments triggered by Illicit Discharge, Detection, and Elimination (IDDE) Ordinance complaints, as assigned.
  • Provides support and technical expertise to stormwater inspectors as needed; may serve on projects in their absence.
  • Proactively and independently manages additional assigned project(s) or program(s) that may include bids, RFQ/RFPs, contracts, invoicing, check requests, etc.
  • Assists with TESC plan reviews as needed.
  • Coordinates with the Stormwater Compliance Supervisor to assign inspections and reviews to stormwater inspectors.
  • Participates in public education and outreach presentations.
  • Supports the close-out process of TESC permits when projects are completed.
  • Ensures contractors comply with site-specific stormwater permit requirements and identifies any potential stormwater or drainage concerns that may exist at a project site.
  • Represents the Town at external meetings, such as the Housing and Building Association (HBA), and Colorado Stormwater Council.
  • Communicates TESC and/or Town information and requirements to management, inter-departmental staff, developers, builders, engineers, landowners, regulators, and the general public using both written and oral forms of communication.
  • Assists customers such as homeowners, property managers, and business owners by responding to complaints, answering questions, making field visits, and facilitating solutions related to site drainage, water quality, and stormwater facilities.
  • Ability to draw conclusions, make sound judgments, and provide accurate information based on facts, data, and observations.
  • Approves minor field changes that won’t adversely affect the overall design intent of the controls, and identifies when major design changes to the plan are required on construction sites.
