About The Position

Kitsap County is seeking a dynamic professional to lead high-impact communications, public engagement, and strategic outreach for the Stormwater Division. Working collaboratively with the Communications team and staff across the organization, the Stormwater Education & Outreach Analyst leads communications for the Stormwater Division by developing engaging written and visual content that informs and educates internal and external audiences while aligning with the County’s brand standards and communication goals. In this fast-paced role, you will shape the Division’s public voice through strategic campaigns, digital platforms, high-quality media, and innovative education and outreach programs that meet and exceed NPDES stormwater permit requirements. You will also lead regional partnerships and behavior-change initiatives that protect our waters, strengthen community relationships, and increase public understanding of stormwater impacts. The ideal candidate is a proactive and highly organized self-starter with strong visual storytelling and graphic design skills, excellent writing and editing abilities, and demonstrated success managing communications for a large organization. Requirements

• Bachelor's degree in marketing, communications, or a related field; and three (3) years of experience in communications including education and outreach, media campaigns, public relations, marketing research and analysis, community-based social marketing, grant writing and management, contract management, adult education, technical communication for non-technical audiences, behavior or organizational change, event planning, or facilitation.
• Proven experience leading complex programs, projects, or teams ideally in the public sector, environmental, or multidisciplinary contexts.
• Experience overseeing volunteers, temporary staff/interns, or leading groups.
• Experience with stormwater, environmental programs, public sector operations, or regulatory requirements strongly preferred due to the position’s direct influence on permit compliance and regional environmental strategy.
• Ability to manage a heavy workload, multiple projects with competing deadlines and exhibit excellent project and time management skills.
• Professional-level skill in communications strategy, marketing, outreach, interpretation, digital media management, graphic design collateral development, and public engagement.
• Experience analyzing metrics, evaluating program effectiveness, developing adaptive management strategies, and writing data-driven reports.
• Outstanding written and verbal communication abilities, essential for public-facing content, media relations, and stakeholder engagement.
• Strong relationship-building skills to collaborate with community partners, regional groups, elected officials, and internal staff.
• Must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.
• Must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy.

Responsibilities

• Lead the Stormwater Division’s communications and marketing strategy for education and outreach programs and projects (capital and operational) that support regulatory compliance and strategic priorities.
• Drive the development, implementation, and evaluation of Division-wide communications, marketing, and public engagement strategies.
• Develop professional-quality print and digital media, advertising, graphics, collateral, and other public information tools.
• Oversee the Stormwater Division’s webpages and social media presence, maintaining high-quality, accessible online public communications.
• Plan and conduct public outreach activities, presentations, stakeholder meetings, and community engagement opportunities.
• Respond to public inquiries, media requests, and emerging public information needs.
• Lead the West Sound Stormwater Outreach Group (WSSOG), bringing together City representatives with diverse personalities and interests and managing on the group’s behalf, multiple Interlocal Agreement contracts, vendor contracts, budgets, campaigns, programs, regional partnership representation, and produce a high-quality comprehensive annual activities report.
• Plan, implement, and administer projects, grants, contracts, and consultant work supporting Stormwater Division goals.
• Track, analyze, and report on performance metrics to evaluate communications effectiveness and provide recommendations for improving audience engagement and content performance.
• Provide guidance to county managers, directors, officials, community partners, and cross-departmental teams on communications, marketing, outreach, interpretation, and engagement.
• Leads 1–3 temporary help employees, including training, work planning, and quality oversight.
