About The Position

Shell is seeking an experienced STO (Shutdown, Turnaround, Outage), Non-Routine Maintenance (NRM), Maintenance (MTC) Cost Engineer to join its team in Monaca. This role is accountable for delivering credible, timely, and consistent cost control, forecasting, and reporting in support of Maintenance, Turnarounds, and Construction (MTAC) activities. The role enables disciplined financial performance through standardized cost engineering practices, supporting safe, cost-effective, and reliable asset delivery aligned with Shell Chemicals' MTAC objectives. This position is part of the MTAC Central Team and supports site-based Maintenance, Turnarounds, and Construction (MTAC) activities across U.S. Shell Chemicals sites. The Cost Engineer works closely with MTAC Execution, Planning & Scheduling, Contracting & Procurement, and Finance teams to ensure cost transparency, compliance with Shell Chemicals' financial controls, and informed decision-making. Primarily an individual contributor role, the position requires strong collaboration across execution teams and vendors while providing hands-on cost engineering support throughout the planning, execution, and closeout phases of MTAC projects.

Requirements

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer
  • Bachelor’s degree in engineering, Construction Management, Finance, or related discipline or equivalent experience
  • At least 5+ years of experience in cost engineering, project controls, maintenance, STO, or turnaround environments
  • Experience in oil refining, petrochemical, or manufacturing facilities preferred
  • Strong knowledge of cost estimating, forecasting, accruals, and change management
  • Proficiency in SAP, Ecosys, Prometheus STO, Primavera P6 (cost/schedule integration), and advanced Excel
  • Familiarity with cost tracking and reporting tools (e.g., Track, Power BI – beneficial)
  • Must be willing and ability to support extended or flexible work hours during STO/NRM execution windows

Responsibilities

  • Develop, maintain, and update phase-appropriate cost estimates for MTAC scopes
  • Perform cost tracking, forecasting, accruals, and variance analysis throughout execution
  • Manage commitments, purchase orders, work orders, and invoice validation in alignment with SAP processes
  • Prepare routine cost reports and dashboards, highlighting trends, risks, and forecast changes
  • Support contingency planning, drawdown tracking, and cost risk analysis
  • Interface with contractors to review cost performance, progress, and forecast accuracy
  • Support closeout activities including final cost reconciliation, documentation, and performance capture
  • Contribute to continuous improvement of cost control work processes and reporting standards
  • Operate as a collaborative team member within the MTAC Cost & Controls community
  • Support mentoring of junior cost resources and temporary staff during execution periods
  • Demonstrate strong “One Team” behaviors across site and contractor organizations.
  • Actively support Goal Zero through disciplined cost controls that enable safe execution
  • Ensure cost activities comply with Shell HSSE, financial, and assurance requirements
  • Identify and escalate cost risks, trends, and control gaps early and transparently
  • Partner with MTAC Leads, Planners, and Schedulers to ensure aligned scope, schedule, and cost
  • Interface with Contracting & Procurement to support RFQs, bid evaluations, and invoice audits
  • Communicate cost performance clearly to site and MTAC stakeholders
  • Deliver accurate cost forecasts, accruals, and cash flow profiles
  • Track commitments, value of work done, and earned value metrics as required
  • Ensure compliance with SAP, cost management standards, and audit expectations
  • Support site business planning and budget assurance activities as required
