About The Position

The Stinger Portfolio is seeking a dynamic leader to serve as the Stinger Missile Program Manager. The Stinger Missile Program Manager drives the contractual commitments to include financial, technical, and schedule performance of the FMS bundle and US Replenishment contracts. The individual in this role is responsible for leading a cross functional team to achieve goals and meet commitments aligned with contractual execution. The Program Manager has a direct relationship with both internal and external customers and is responsible for the overall daily execution and health of the program, culture, and people. The Program Manager reports to the Stinger Missile Program Director who is accountable for the portfolio of Stinger Missile Programs. This position is an onsite role, located in Tucson, AZ Relocation Eligible – Relocation assistance is available

Requirements

  • Typically requires a bachelor’s degree and minimum of 10 years of relevant experience OR an Advanced degree and minimum 8 years of experience is required
  • Prior production program experience to include cross functional team leadership
  • Working knowledge of contract formation, execution, management, and/or closeout
  • Experience with financial analysis tools and project management tools and/or systems to include risk and opportunity management
  • CORE certification or process improvement equivalent
  • Raytheon Program Management certification at level 5 or higher, or ability to achieve within 12 months
  • Current U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Nice To Haves

  • Experience in managing development and/or obsolescence mitigation projects
  • Proven ability to effectively lead a cross-functional team in a multi-regional environment
  • Demonstrated ability to establish relationships with external Customers and/or Suppliers
  • FMS Program Management experience
  • Working knowledge of EX/IM and Security requirements
  • Experience working US Government programs
  • Experience supporting TINA compliant cost proposals and synthesizing Proposal Review and Contract Start-up packages for management review and approval

Responsibilities

  • Own the customer interface for your programs, fostering a collaborative "One Team" culture with the customer and ensuring exemplary standards of service and value proposition.
  • Effectively utilize and implement financial and execution controls (EVMS, Risk and Opportunity and RLPM) to drive execution excellence, process and consistency across programs
  • Implement continuous improvement initiatives, leveraging RLPM and CORE
  • Deliver projects on time and on schedule through leadership of cross matrixed teams
  • Maintain and manage key programmatic metrics, define milestones and critical path, monitor adherence to program budgets and schedules, and direct work to achieve these metrics
  • Support inputs into program Annual Operating Plan (AOP) and long-term financial outlook and commits to specific financial goals and obligations
  • Own regular program EACs, PMRs and business forecasting reviews.
  • Lead a geographically dispersed team, ensuring consistent and effective communication to drive tasks and issues to resolution.
  • Lead through RLPM from startup to contract closeout
  • Ability to travel up to 25% of the time as needed
  • Implement and maintain key program metrics which will act as critical process indicators to meeting and/or exceeding program deliverables
