About The Position

The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. Within SAMH, the Southeast Regional Office staff ensure that individuals and families have timely access to prevention, treatment, and recovery support services across the region. They collaborate with local providers, community partners, and key stakeholders to identify service gaps, enhance resource availability, and promote continuity of care. The Southeast Regional Office monitors program performance, addresses barriers to service delivery, and fosters cross-system collaboration to strengthen the regional behavioral health network and improve overall outcomes for the communities served. This is a highly responsible and professional position serving as the Statewide Regional Operations Specialist within the Southeast Regional Office. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. Requirements

  • A bachelor's degree from a college or university is preferred and four years of professional experience in business, education, training, human resources, public administration, or a related field.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education.
  • Knowledge of basic management principles and practices.
  • Knowledge of the methods of data collection and analysis.
  • Ability to coordinate a consultative program designed to ensure the resolution of managerial and operational problems.
  • Ability to determine work priorities and ensure proper completion of work assignments.

Responsibilities

  • Conducts various research activities regarding behavioral health including evidence-based practices and models, activities in other states, grants, and other funding opportunities.
  • Gathers information provided by partner agencies, community stakeholders, each Regional Collaborative about behavioral health activities and the outcomes of established goals for the regional report.
  • Provides technical support and data analysis related to the regional operations unit as well as produce statewide reporting templates for community providers and managing to submit to the Department.
  • Coordinate all complaints/inquiry reports statewide with a comprehensive report and develop Matrix for all regional operations to be able to present to the Assistant Secretary.
  • Gather all statewide reports from the regional collaboration coordinators and roll all information into a statewide report that will then be presented to the Mental Health Commission, and develop and present on LBRs for upcoming legislative sessions
  • In response to emergency events, the incumbent may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the position description.
  • Deploy to communities affected by natural disasters within 24-48 hours of impact to represent the organization to promote and implement post-disaster services.
  • This team member understands the conditions necessary to launch substance use and mental health interventions and services when appropriate and builds the pathways and partnerships to achieve established goals.
  • This leader will be responsible for the following activities while on deployment: Assess the impact, needs and assist with the development of a response strategy and goals for the impacted community and implement disaster response plans.
  • Recommend deployment strategies to provide direct assistance.
  • Coordinate psychological and mental health resources and services for individuals, first responders, and communities impacted by disasters.
  • Analyze trends with the monitoring team to help bridge gaps within our system of care.
  • Work with regional and HQ staff to assure all reports are comprehensive
  • Work with the IT team to keep all data system and inquiry systems up to date with program needs
  • Escalate complex problems to higher management or relevant departments when required.
  • Performs other duties as required to meet program and departmental goals and objectives.
  • This position will serve as the official Single Point of Contact, which is designated to coordinate the provision of auxiliary aids and services to the deaf or hard of hearing.
  • Collect data on the effectiveness and appropriateness of the auxiliary aid or service provided and the performance of the interpreter provided on the Customer Feedback Form.
  • Keep records of the appropriate auxiliary aides and services on the Auxiliary Aide/Services Record as each service is provided.
  • Complete Self-Assessment Tool to evaluate DCF’s operational performance in providing appropriate auxiliary aids and services to deaf or hard of hearing persons and to identify methods to improve the provision of such auxiliary aids and services.
  • Assist designated DCF Personnel with any concerns, grievances or complaints raised by deaf or hard of hearing Customers or Companions regarding effective communication as soon as reasonably possible, with a goal of resolving all matters raised while the Customer and/or Companion is in a DCF Direct Service Facility.
  • Communicate with ADA/Section 504 Coordinators concerning services to deaf or hard-of- hearing Customers or Companions and summaries of these meetings shall be provided to the Independent Consultant; Manage service records and report the data and any resource and/or training needs to the designated ADA/Section 504 Coordinator (Civil Rights Officer).
