The State Supported Living Centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The Centers provide campus-based direct services and supports at 13 Centers located throughout the state. The State Review (SR) Coordinator is a member of the State Supported Living Center Quality Improvement (QI) team at State Office and reports to the Compliance Manager. This position can be based anywhere in Texas and requires travel to the 13 SSLCs. The State Review (SR) is an annual internal quality improvement review of each of the thirteen SSLCs, using standardized monitoring tools. The SR Coordinator develops and maintains the annual State Review schedule, writes State Review reports, and works with State Review team to ensure recommendations are appropriate and clear. Works with the Compliance Manager to ensure SR time frames are followed. Solicits feedback on draft SR reports and works with State Reviewers to respond to comments and finalize SR reports. Creates a tracker of action items following each SR to ensure recommendations are completed. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of local, state, and federal laws related to the program area
  • Knowledge of quality assurance and improvement principles
  • Knowledge of data analysis processes; and of program planning and implementation
  • Skill in performing the functions of this job through daily use of a computer, including use of Microsoft Excel, Word, Access and Outlook

  • Bachelor’s degree from an accredited college or university and at least one year of ICF-IID experience; OR associate’s degree with three years of ICF-IID experience; OR five years of ICF-IID experience.
  • Experience evaluating compliance with administrative and programmatic requirements, policies, and guidelines.
  • Experience with technical writing and developing reports.

Responsibilities

  • Provides high-level technical assistance for SSLCs by collaborating with the Compliance Manager and the State Review Governance Committee to plan, develop and implement the State Review (SR) system.
  • As assigned, travels to SSLCs to participate in SR and provides technical assistance to SR team members to ensure the SR process and cycle are followed.
  • Makes recommendations to improve the SR process when needed.
  • Develops and maintains the annual SR schedule.
  • Ensures the schedule is well coordinated with other monitoring visits, major SSLC events, holidays and other potential conflicts.
  • Makes adjustments to the schedule as needed.
  • Communicates the schedule and any changes to the schedule to State Office staff and SSLC leadership.
  • Works with the Compliance Manager to ensure SR time frames are followed.
  • Coordinates the collection, organization/compilation, and analysis of information gathered by State Reviewers through their use of monitoring tools.
  • Provides high-level technical assistance for improving clarity and/or quality of the information provided to ensure accuracy and meaningfulness.
  • Writes SR report for each SSLC using the information collected.
  • Works with the SR team to ensure recommendations are appropriate and clear.
  • Solicits feedback on draft SR reports and works with State Reviewers to respond to comments and finalizes each SR report timely.
  • Creates a tracker of action items following each State Review to ensure timelines are followed and action items are completed.
  • Assists SSLCs with the development of corrective action plans and quality improvement plans and other Quality Assurance/Quality Improvement (QA/QI) activities as needed.
  • Reports updates on SSLC progress in response to SR findings.
  • Assists the Compliance Manager with developing policies, procedures, and manuals related to the SR and interrater processes.
  • This includes training staff on the SR process and making adjustments to the SR process as needed.
  • Provides high-level technical assistance to SSLCs on interpretation of policies and procedures.
  • Serves as a back-up to the Compliance Manager on the interrater agreement (IRA) process, including attending IRA meetings.
  • Participates in assigned meetings such as operational team meetings, State Office QI meetings, meetings with SSLC QA staff, and Community of Practice meetings, and attends other meetings as assigned.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
  • Such participation may require an alternate shift pattern assignment and/or location.
