About The Position

The State Manager is responsible for developing and executing the business strategy for the assigned state(s) within the Personal Lines Product Department. This role manages growth, retention and profitability and is responsible for planning, forecasting, pricing, product development, regulatory filing strategy, and financial performance of assigned personal lines products and states. The State Manager partners closely with Actuarial, Underwriting, Finance, Operations, Legal, Sales & Marketing and Claims to influence decisions, align priorities, and ensure products remain competitive, compliant, profitable, and aligned with Arbella’s objectives.

Requirements

Five or more years of progressively responsible property and casualty insurance experience preferred, with experience in Personal Lines product management, pricing, underwriting, actuarial, regulatory filings, finance, or business analysis.
Experience managing or supporting state-level insurance performance, rate indications, product changes, and Department of Insurance filings strongly preferred.
Strong knowledge of property and casualty insurance, Personal Lines products, pricing, regulatory filings, and state-specific insurance requirements.
Demonstrated analytical skills with the ability to interpret financial, actuarial, product, and operational data.
Ability to develop business plans, forecasts, proposals, recommendations, and executive-level presentations.
Strong understanding of premium, loss, expense, profitability, and growth drivers.
Excellent written and verbal communication skills, including the ability to explain complex pricing, product, and regulatory concepts clearly.
Strong organizational skills with the ability to manage multiple priorities, deadlines, filings, and projects simultaneously.
Ability to collaborate effectively across departments, build strong working relationships, and influence outcomes without direct authority.
Demonstrated ability to lead through influence by facilitating discussion, resolving competing priorities, securing stakeholder buy-in, and helping teams move from analysis to action.
Strong attention to detail, sound judgment, and ability to develop defensible business decisions.
Proficiency with Microsoft Excel, Word, Outlook, and PowerPoint; experience with insurance systems, reporting tools, competitor filing resources, and data visualization tools preferred.
Ability to work independently, manage ambiguity, adapt to change, and identify creative solutions to business challenges.

Nice To Haves

Industry designations such as CPCU, API, AINS, or equivalent insurance coursework are a plus.
Bachelor's degree in Business, Finance, Economics, Math, Actuarial Science, Insurance, or related field preferred.

Responsibilities

Develop and execute state-specific strategies and operating plans to achieve growth, profitability, retention and market share objectives.
For assigned state(s), monitor the performance, identify opportunities and risk and recommend strategic actions to achieve results.
Partner with Actuarial and Product leadership to evaluate rate needs, pricing indications, competitor activity, loss trends, regulatory considerations, and financial impacts by state and line of business.
Analyze product, pricing and profitability to develop and implement pricing strategies that achieve growth and profitability objectives.
Build the product strategy to drive pricing and non-pricing decisions and support the development, enhancement of products, coverages, forms, underwriting rules, rating variables, discounts, surcharges, and eligibility guidelines.
Partner with PL Senior Management to periodize, define and develop product requirements, implement changes and introduce products in the marketplace.
Manage the Department of Insurance filings, develop filing strategies and collaborate with product analysts to coordinate required documentation, draft and coordinate objection responses, monitor timelines and engage with regulators to bring strategic actions to market.
Ensure product changes comply with laws and regulations and manage the relationship with regulatory agencies and industry organizations and maintain accurate documentation of changes, decisions, approvals and assumptions.
Develop and maintain state-level business plans, forecasts, and strategic proposals for assigned states.
Monitoring premium and expense performance, identifying trends and variances, and recommending actions to achieve profitable growth, rate adequacy, expense discipline, and profitability objectives.
Analyze internal and external data, including product performance, agency performance, policyholder behavior, and emerging risk trends and translate complex analytical findings into actionable recommendations.
Partner with data analysts to identify reports, dashboard and performance monitoring tools to provide the insights needed to drive performance.
Monitor market conditions, competitor actions, regulatory developments and economic conditions to identify threats and opportunities.
Maintain awareness of emerging products or trends and conduct competitive analyses, market assessments and identify implications on product strategy.
Partner with Underwriting, Operations, IT, Sales & Marketing, Claims, Finance, Legal, and Actuarial to implement state actions, product changes, communications, and process improvements.
Serve as a trusted advisor by building credibility and drive alignment on state, pricing, filing and product priorities and identify opportunities to performance, efficiency, controls, communication, and overall business outcomes.
