About The Position

The State Government Affairs Manager, based in Sacramento, California, serves as the primary driver of the company’s legislative and regulatory strategy within the California State Capitol, the nation’s most influential state policy environment for our business. This role will focus on advancing and protecting the company’s interests in California, where many state laws impacting our operations originate, while also providing support and strategic oversight for initiatives in other neighboring Western states. The Manager will monitor, analyze, and influence state legislation and regulations that affect the company's business interests and objectives, as well as build and maintain relationships with key stakeholders, including state legislators, regulators, trade associations, and coalitions.

Requirements

  • Bachelor's degree in Political Science, Public Policy, Law, or related field.
  • Minimum of 5 years of experience in state government affairs, lobbying, public policy, or related field.
  • Strong knowledge of state legislative and regulatory processes and procedures in California.
  • Excellent verbal and written communication skills, including the ability to present complex issues in a clear and persuasive manner.
  • Strong analytical, research, and problem-solving skills, with the ability to anticipate and respond to emerging issues and opportunities.
  • Proven ability to develop and execute effective state government affairs strategies and tactics.
  • Demonstrated ability to build and maintain positive and productive relationships with state policymakers, regulators, trade associations, industry groups, and coalitions.
  • High level of integrity, professionalism, and ethical standards, with the ability to exercise sound judgment and discretion.
  • Self-motivated, proactive, and results-oriented, with the ability to work independently and as part of a team.
  • Ability to travel frequently within the Western States region and occasionally to other locations as needed.

  • Experience partnering with trade associations and government affairs committees to shape regulatory and policy agendas, with demonstrated ability to advocate for organizational priorities and influence industry alignment.
  • Proven experience driving grassroots campaigns, with strong understanding of PAC engagement and political giving frameworks
  • Experience leveraging digital tools, including social media and AI-driven insights, to inform advocacy strategies, analyze the lobbying landscape, and drive targeted policy initiatives.

Responsibilities

  • Develop and implement a comprehensive California-focused government affairs plan while ensuring alignment with the company’s overall strategy and goals.
  • Monitor, research, and evaluate California state legislative and regulatory proposals and activities that impact the company's business operations, products, and services, as well as track key developments in other Western states.
  • Advocate for the company's positions and interests before the California Legislature, executive branch, and relevant agencies, while also supporting advocacy efforts in other priority Western states as needed.
  • Prepare and deliver written and oral testimony, comments, letters, and other communications to California state policymakers and regulators, and contribute to similar activities in additional Western states.
  • Identify, establish, and maintain strong relationships with key California state legislators, staff, regulators, trade associations, industry groups, and coalitions, while building networks across other states in the region.
  • Represent the company at California state legislative and regulatory hearings, meetings, events, and conferences, and serve as a resource for similar engagements throughout the Western U.S.
  • Partner with trade associations and government affairs committees to shape regulatory and policy agendas, proactively advocating for Haleon’s priorities and influencing industry peers to align around shared positions that advance business objectives.
  • Utilize social media platforms and AI-enabled tools to analyze the evolving lobbying landscape, generate actionable insights, and inform the development and execution of targeted advocacy initiatives.
