About The Position

The State Medical Group Chief Operating Officer (COO) is the senior operational executive responsible for state-wide performance, integration, and optimization of the Medical Group across the state. This leader drives strategic execution, operational excellence, financial stewardship, and cultural alignment in support of the ministry’s mission. The State COO ensures care delivery models are scalable, high-reliability, patient-centered, and aligned with system strategy and state-level regulatory, competitive, and community needs.

Requirements

• Master’s degree in Healthcare Administration, Business Administration, Finance, Public Health, or related field.
• Minimum 10 years of progressively responsible leadership within a large, multi-site physician enterprise or integrated delivery system.
• Proven experience leading operations at a regional, multi-market, or statewide level.
• Demonstrated success in transforming large-scale organizations through standardization, performance improvement, and cultural alignment.

Responsibilities

• Leads the statewide operational strategy for the Medical Group, ensuring alignment with system mission, vision, and strategic plans across acute, ambulatory, and clinically integrated networks.
• Develops statewide performance frameworks, playbooks, and operating models that ensure consistency, scalability, and standardization across markets.
• Serves as a key advisor to the State CCO, informing long-range planning, market positioning, population health readiness, and network integration.
• Owns statewide accountability for operational, financial, quality, access, patient experience, provider experience, and employee engagement outcomes for the Medical Group.
• Leads the design and execution of a statewide operating model, including capacity optimization, care team workflows, digital health integration, scheduling/access strategies, and clinical operations.
• Establishes metrics, dashboards, and executive governance structures that monitor performance and drive sustainable improvement.
• Serves as the state P&L leader for Medical Group operations, ensuring disciplined budgeting, revenue cycle partnership, productivity stewardship, and margin performance.
• Approves and prioritizes statewide capital investments, program expansion, facility development, and equipment acquisitions through business case creation and ROI analysis.
• Partners with Chief Growth Officer and Business Development to evaluate service expansion, physician enterprise growth, and new models of care delivery to meet population needs.
• Collaborates with the State Chief Clinical Officer, physician leaders, and medical group governance to advance clinical quality, evidence-based practice, and care model innovation.
• Ensures alignment of physician contracts, staffing models, and compensation standards across all markets in partnership with HR, Legal, and Physician Enterprise leadership.
• Strengthen dyad leadership structures, ensuring high-performing partnerships that support accountability and engagement.
• Leads operational integration between the Medical Group and state acute, post-acute, and ambulatory services to ensure seamless patient care transitions.
• Partners with state and system leaders to optimize referral stream performance, network leakage reduction, and care coordination across the continuum.
• Assesses statewide market trends and competitor positioning to ensure offerings remain contemporary and responsive to community and ministry needs.
• Builds a high-performance culture grounded in the values of the Catholic health ministry, emphasizing compassion, integrity, safety, and service.
• Directs and mentors operational directors, creating succession pipelines and talent development plans across the state.
• Serves as a visible statewide ambassador for the ministry, fostering collaboration, trust, and accountability.
• Represents the Medical Group at the state executive leadership table, system committees, and community forums.
• Strengthens relationships with key stakeholders including physicians, community partners, payers, and government agencies.
• Upholds the mission and values of the Catholic health ministry in all external engagements.
