About The Position

Within the Department of Business Regulation (DBR), this role leads, administers, and performs complex inspectional work as mandated by the State Building Code within a specific area of specialization. The position involves performing required inspections of all installations under the jurisdiction of the State Building Commissioner, leading the implementation of state laws and regulations regarding construction inspection, and planning, coordinating, and participating in the inspection of projects for cities and towns in the absence of local inspectors. The role also includes investigating complaints involving contractors and performing related duties.

Requirements

Graduation from high school or a technical vocational school.
Employment as a building code inspector or official, or in a position involving the inspection of building construction, materials, accessibility, or compliance.
Any combination of education and experience that is substantially equivalent to the above education and experience.
Physically qualified to perform assigned duties as evidenced by a physician's certificate at the time of appointment.
A minimum of ten (10) years’ experience in general building construction in the area of specialization at the time of appointment.
A minimum of ten (10) years’ experience and a Rhode Island master or journeyman plumber’s license at the time of appointment.
A minimum of ten (10) years and a Rhode Island class A or class B electrician’s license at the time of appointment.
A minimum of ten (10) years and a valid Rhode Island master pipefitters I and master refrigeration I contractor’s license at the time of appointment.
Must possess certification as a qualified building official/inspector in accordance with Section 23-27.3-107.6 and 23-27.3.107.7 of the Rhode Island General Laws as amended and must maintain such certification and licensure in the area of specialization as a condition of employment.
Must possess and maintain a valid Rhode Island Motor Vehicle Operator’s License.

Responsibilities

Lead, administer, and perform inspectional work of a difficult and complex nature as mandated by the State Building Code within the area of specialization.
Plan, coordinate, and participate in the required inspections of all installations in the area of specialization under the jurisdiction of the State Building Commissioner.
Lead in the implementation of state law and regulations regarding the inspection of construction.
Lead the inspection of projects in the area of specialization for cities and towns in the absence of local inspectors.
Investigate complaints involving contractors.
Conduct on-site inspections of a difficult and complex nature on projects under the jurisdiction of the State Building Office.
Inspect work in progress for compliance with plans, specifications, standards, and permits; observe conditions and issue notices for correctness as necessary.
Inspect and investigate complaints involving contractors.
Respond to questions relative to the mode or manner of construction and materials used in the installation of work.
Interpret code provisions and recommend compliance procedures to satisfactorily comply with state laws and regulations.
Travel out of state to make inspections of mobile or modular homes in accordance with the state's contract with HUD and the National Conference of Building Codes and Standards.
Assist and/or substitute for local city and town inspectors when mandated by law.
Perform annual inspections of school facilities and community residences.
Keep inspection records and prepare written and oral reports.
Train state and local inspectors in the compliance and administration of building code regulations and the application of such regulations during on-site inspections.
Represent the State Building Office and testify and present evidence in administrative hearings.
Work with consumers and contractors to resolve disputes.
Supervise State Building Inspectors of a lower rank.
Assist the State Building Code Commissioner in the training of new staff.
