STATE BUILDING INSPECTOR IV (DBR) BUILDING
About The Position
Within the Department of Business Regulation, the State Building Inspector IV leads, administers, and performs difficult and complex inspection work mandated by the State Building Code in the position’s area of specialization. The inspector plans, coordinates, and participates in inspections of installations and construction projects under the jurisdiction of the State Building Commissioner, including work in cities and towns when local inspectors are absent. The role also involves investigating contractor complaints, interpreting code provisions, recommending compliance procedures, and helping resolve disputes between consumers and contractors. The inspector conducts on-site inspections of projects under the State Building Office’s jurisdiction; checks work in progress against plans, specifications, standards, and permits; and issues notices when corrections are needed. Duties include responding to questions about construction methods and materials, inspecting mobile or modular homes out of state under the state’s HUD contract, assisting or substituting for local inspectors when required by law, and conducting annual inspections of school facilities and community residences. The position maintains inspection records, prepares written and oral reports, trains state and local inspectors, and represents the State Building Office in administrative hearings. The role works under general supervision with considerable latitude for independent judgment. Completed work is reviewed for compliance with instructions, codes, regulations, and policies. The inspector supervises lower-ranking State Building Inspectors and assists the State Building Code Commissioner with training new staff. Appointment requires physical qualification for assigned duties, relevant specialization-specific experience and credentials, building official/inspector certification, and a valid Rhode Island motor vehicle operator’s license.
Requirements
- Graduation from high school or a technical vocational school, or an equivalent combination of education and experience.
- Employment as a building code inspector or official, or in a position involving inspection of building construction, materials, accessibility, or compliance.
- Thorough knowledge of building construction principles and practices relevant to the area of specialization and ability to apply that knowledge during on-site inspections.
- Thorough knowledge of state building code regulations and laws.
- Ability to interpret and apply construction plans and specifications.
- Ability to instruct and train building code officials and inspectors.
- Ability to mediate corrections to construction problems related to consumer complaints and investigations.
- Ability to maintain inspection records and prepare written reports.
- Ability to inspect and investigate contractor complaints.
- At appointment, be physically qualified to perform assigned duties, as evidenced by a physician’s certificate.
- At appointment, meet the applicable specialization requirement: at least 10 years of general building construction experience; or at least 10 years of experience and a Rhode Island master or journeyman plumber’s license; or at least 10 years of experience and a Rhode Island Class A or Class B electrician’s license; or at least 10 years of experience and valid Rhode Island master pipefitters I and master refrigeration I contractor’s licenses.
- Possess and maintain certification as a qualified building official/inspector under Sections 23-27.3-107.6 and 23-27.3-107.7 of the Rhode Island General Laws, as amended, and maintain applicable certification and licensure in the area of specialization as a condition of employment.
- Possess and maintain a valid Rhode Island Motor Vehicle Operator’s License.
Responsibilities

- Travel out of state to inspect mobile or modular homes under the state’s contract with HUD and the National Conference of Building Codes and Standards.
- Assist or substitute for local city and town inspectors when required by law.
- Conduct annual inspections of school facilities and community residences.
- Maintain inspection records and prepare written and oral reports.
- Train state and local inspectors in building code compliance and administration, including application of regulations during on-site inspections.
- Represent the State Building Office and testify or present evidence in administrative hearings.
- Supervise lower-ranking State Building Inspectors and assist the State Building Code Commissioner in training new staff.
- Perform related work as required.
