About The Position

Within the Department of Business Regulation (DBR), this role administers and performs inspectional work of a difficult and complex nature as mandated by the State Building Code within the area of specialization indicated in the title of the class of position. The position performs required inspections of all installations under the jurisdiction of the State Building Commissioner, assists in the implementation of state law and regulations regarding construction inspection, and aids with the inspection of projects for cities and towns in the absence of local inspectors. The role also investigates complaints involving contractors.

Requirements

Thorough knowledge of the principles and practices of building construction as it relates to the area of specialization.
Ability to apply knowledge in on-site inspections to determine compliance and make recommendations.
Thorough knowledge of state building code regulations and laws.
Ability to interpret and apply construction plans and specifications.
Ability to instruct and train building code officials/inspectors.
Ability to mediate corrections to construction problems related to consumer complaints and investigations.
Ability to maintain inspection records and compose written reports.
Ability to inspect and investigate complaints regarding contractors.
Graduation from high school or a technical vocational school.
Employment as a building code inspector or official, or in a position involving the inspection of building construction, materials, accessibility, or compliance, or any combination of education and experience that is substantially equivalent.
At the time of appointment, must be physically qualified to perform assigned duties as evidenced by a physician's certificate.
At time of appointment, a minimum of five (5) years’ experience in general building construction.
At time of appointment, a minimum of five (5) years’ experience and a Rhode Island master or journeyman plumber’s license.
At time of appointment, a minimum of five (5) years and a Rhode Island class A or class B electrician’s license.
A minimum of five (5) years and a valid Rhode Island master pipefitters I and master refrigeration I contractor’s license.
Must possess certification as a qualified building official/inspector in accordance with Section 23-27.3-107.6 and 23-27.3.107.7 of the Rhode Island General Laws as amended and must maintain such certification and licensure in the area of specialization as a condition of employment.
Qualified applicants without specialization in plumbing, mechanical, electrical, building, or accessibility areas must demonstrate multiple years of relevant and applicable program management and coordination experience with a focus on compliance with contractors’ regulations, building codes, and/or other relevant areas.
Must possess and maintain a valid Rhode Island Motor Vehicle Operator’s License.

Responsibilities

Administer and perform inspectional work of a difficult and complex nature as mandated by the State Building Code within the area of specialization.
Perform required inspections of all installations under the jurisdiction of the State Building Commissioner.
Assist in the implementation of state law and regulations regarding the inspection of construction.
Assist with the inspection of projects for cities and towns in the absence of local inspectors.
Investigate complaints involving contractors.
Conduct on-site inspections of a difficult and complex nature on projects under the jurisdiction of the State Building Office.
Inspect work in progress for compliance with plans, specifications, standards, and permits; observe conditions and issue notices for correctness.
Inspect and investigate complaints involving contractors.
Respond to questions relative to mode or manner of construction and materials used.
Interpret code provisions and recommend compliance procedures.
Travel out of state to inspect mobile or modular homes in accordance with state contracts.
Assist and/or substitute for local city and town inspectors when mandated by law.
Perform annual inspections of school facilities and community residences.
Keep inspection records and prepare written and oral reports.
Train state and local inspectors in the compliance and administration of building code regulations.
Represent the State Building Office and testify in administrative hearings.
Work with consumers and contractors to resolve disputes.
