About The Position

Fetch is seeking a Program Manager for Data & Analytics to establish structure and trust in its People analytics. This strategic, high-agency role involves defining the data governance model, designing the semantic layer, and creating the foundation for all People metrics, dashboards, and AI agents. The position is hands-on, requiring the individual to build the initial versions of these systems from scratch. The role focuses on building a scalable program and operating model for the People Experience team, which is currently lean and building from the ground up. The work is designed to address immediate operational questions while simultaneously establishing a governed, machine-readable foundation for Fetch's AI and automation initiatives. This is a full-time position that can be based in one of Fetch's US offices or worked remotely within the United States.

Requirements

  • 12+ years in data and analytics, analytics engineering, data governance, or a related discipline.
  • Track record of building data foundations or analytics functions from the ground up.
  • Deep experience with data modeling and architecture (schemas, semantic or metrics layers, master and reference data, lineage).
  • Hands-on expertise writing SQL and building data models, reporting products, and dashboards.
  • Experience defining and running data governance (definitions, ownership, quality, access, privacy).
  • Experience turning ambiguous business questions into governed metrics and analytics products people trust.
  • Experience standing up a data governance or people analytics function.
  • Experience with People or HR data.
  • Familiarity with the data foundations AI and automation build on (semantic layers, machine-readable definitions, agent-consumable data).
  • Experience leading or mentoring a team.

Responsibilities

  • Translate PX Operations objectives into a multi-quarter strategy and roadmap for People data and analytics, and own its delivery.
  • Define the operating model for the program, including request intake, prioritization, and reporting.
  • Own the architecture and make build-versus-buy decisions for the data and analytics stack.
  • Represent People data and analytics to PX leadership and cross-functional partners, setting standards for other teams.
  • Build the program and its operations for scalability, allowing for future resourcing as demand grows.
  • Define the data governance framework for People data, including definitions, ownership, quality criteria, and access/retention policies.
  • Build the business glossary and data catalog with canonical definitions for People metrics, fields, and entities.
  • Establish clear owners for each data domain and a process for raising, routing, and resolving data quality issues.
  • Set data quality criteria and implement monitoring for data and governance health.
  • Define the privacy, retention, and regulatory posture for People data in collaboration with legal.
  • Hold owners of adjacent source systems accountable to data standards.
  • Build and maintain data models and schemas for People data and associated events.
  • Define and govern authoritative records for core People entities.
  • Maintain data lineage and mapping, tracing data from source systems through transformations to consumption.
  • Build the consolidated and semantic layers for reporting and AI consumption, ensuring consistent metric and dimension definitions.
  • Lead the design of a modular, multi-table architecture to support snapshots, new sources, and finer-grained access.
  • Serve as the central point of contact for People data and reporting requests, managing triage, routing, and resolution.
  • Product-manage the lifecycle of PX data solutions from intake to performance.
  • Operate access management to ensure appropriate data access for teams and partners.
  • Maintain the operational backlog and working state of the program, including request queues and roadmaps.
  • Build the data literacy program, providing training and resources to enhance data interpretation and usage skills.
  • Partner with PX teams to improve data-driven questioning and foster a data-informed culture.
  • Expand self-service adoption to help teams leverage dashboards and tools.
  • Build and maintain People operational reporting products and self-service tools.
  • Develop operational metrics to track PX performance (e.g., service levels, cycle times, system health).
  • Partner with PX teams on in-depth analysis and analytics consultation to uncover insights.
  • Develop advanced and predictive analytics as the data foundation matures.
  • Lead discovery and user research with PX teams and cross-functional partners to identify needs and pain points.
  • Produce opportunity and initiative briefs defining problem statements, affected parties, current state, and impact.
  • Validate problem and solution hypotheses with users and stakeholders, translating them into requirements.
  • Design frameworks, models, and standards for work structuring (taxonomy, content model, data model, etc.).
  • Define standards, rules, and decision criteria for frameworks (scope, ownership, versioning, naming).
  • Design structures ensuring consistent data usage by people and AI.
  • Produce artifacts to implement frameworks (templates, reference content, tool configuration, automation).
  • Write and edit reference assets demonstrating standards and patterns.
  • Configure and maintain tools and platforms.
  • Build lightweight automation to streamline workflows.
  • Develop guides, training, and playbooks for adopting new frameworks, tools, and AI capabilities.
  • Coach contributors and transfer day-to-day ownership.
  • Plan and facilitate working sessions to align teams on shared concepts and terminology.
  • Test built components with users and in real workflows for clarity and usability.
  • Act as a liaison between PX teams and partner functions (Finance, IT, Legal).
  • Align partners on shared standards, terminology, and boundaries.
  • Map and manage dependencies between teams and keep partners aligned on changes.
  • Product-manage the lifecycle of solutions/programs.
  • Maintain program infrastructure for visibility (backlog, request queue, roadmap, reporting).
  • Run the operating rhythm of the work (status updates, review cadences, coordination).
  • Monitor performance and adoption, managing the continuous improvement loop.
