Staff IT Engineer - Oracle Cloud Engineer

QualcommSan Diego, CA
Onsite

About The Position

Qualcomm IT is seeking a Staff Oracle Cloud Architect to establish and own our Oracle Cloud Infrastructure (OCI) practice. You will serve as the founding technical authority for OCI at Qualcomm — defining the platform strategy, architecture standards, and operational model that will support enterprise workloads spanning compute, database, analytics, AI/ML, and hybrid connectivity. This is a high-impact, high-autonomy role for an architect who brings deep OCI expertise, a service-ecosystem view of cloud architecture, and the organizational credibility to build alignment across IT, security, and business stakeholders without direct authority.

Requirements

  • 10+ years of IT-related experience with a bachelor's degree in computer science, applied mathematics, or engineering — OR 14+ years without — with clear progression from technical execution to organizational technical leadership
  • 5+ years of hands-on OCI experience at enterprise scale; deep expertise across tenancy architecture, VCN/networking, IAM, compute, storage, and database services required
  • Advanced Terraform expertise including module strategy, state management, and multi-environment IaC governance in OCI or comparable cloud environments
  • Strong CI/CD fundamentals — GitHub Actions or equivalent — with experience building pipelines that integrate build, test, security scanning, and OCI service deployment
  • Solid OCI networking fundamentals including VCN design, DRG, FastConnect, and hybrid connectivity patterns in complex enterprise environments
  • Experience with OCI database services and HA/DR architecture patterns including Autonomous Database and Data Guard
  • Proven track record driving cross-organizational technical strategy and influencing senior stakeholders without direct authority
  • Clear written and verbal communication skills across both engineering and executive audiences

Nice To Haves

  • OCI certifications: Oracle Cloud Infrastructure Architect Professional and/or OCI Multicloud Architect Professional (1Z0-997 / 1Z0-1151)
  • Experience with Exadata Cloud Service, Autonomous Data Warehouse, and AI/ML workloads on OCI Data Science or OCI Generative AI service
  • Familiarity with Oracle Container Engine for Kubernetes (OKE) and cloud-native workload deployment patterns on OCI
  • Experience with Oracle Integration Cloud (OIC) or equivalent middleware integration platforms
  • Exposure to multicloud architecture patterns spanning OCI and AWS or Azure, including Oracle Database@Azure
  • Demonstrated success building self-service platform capabilities and communities of practice that raise engineering capability at enterprise scale

Responsibilities

  • Define and own the OCI platform strategy and multi-year roadmap including tenancy architecture, compartment hierarchy, landing zone design, and multi-environment governance patterns that scale across teams and workloads
  • Architect enterprise OCI networking including VCN design, DRG topology, FastConnect/VPN hybrid connectivity, and zero-trust segmentation patterns that satisfy Qualcomm security requirements
  • Own IAM strategy including identity domains, policy design, dynamic groups, and enterprise identity federation; define encryption, Security Zone, Cloud Guard, and Vault standards as the platform security baseline
  • Architect OCI database solutions — Autonomous Database (ATP/ADW), Exadata Cloud Service, Base Database Service — with appropriate HA/DR patterns; lead workload placement decisions across compute, OKE, and managed services for both modern and legacy application profiles
  • Own the Terraform-on-OCI platform strategy including module design, state management, and multi-environment IaC governance; establish reference implementations and guardrails that enable distributed teams to provision OCI resources consistently and safely at scale
  • Establish CI/CD and GitOps operating models for OCI workload delivery using GitHub Actions, OCI DevOps service, or equivalent pipelines; define deployment guardrails, OCIR image registry standards, and auditable delivery patterns
  • Drive observability, FinOps, and SLO standards across OCI tenancies; own platform reliability, cost optimization, tagging governance, and budget alerting practices that produce measurable outcomes
  • Design integration architecture between OCI-hosted workloads and enterprise systems using Oracle Integration Cloud (OIC), REST/SOAP APIs, and middleware platforms; support Oracle Fusion and ERP workload landing zones where applicable
  • Lead structured build vs. buy assessments; stay current on Oracle's evolving service portfolio, CNCF landscape, and multicloud developments, and translate findings into actionable platform strategy
  • Communicate platform strategy, investment rationale, and operational health to senior IT leadership; represent OCI architecture in cross-organizational forums; mentor engineers and contribute to hiring bar standards as the practice scales

Benefits

  • competitive annual discretionary bonus program
  • opportunity for annual RSU grants
  • highly competitive benefits package
