About The Position

The ACT (Allied Command Transformation) contributes to preserving peace, security, and territorial integrity of Alliance member states by leading Warfare Development at the Strategic Command level to enhance NATO’s posture, military structures, forces, capabilities, and doctrines. The Strategic Plans and Policy Directorate (SPP) formulates policies, strategies, engagements, and analytical practices to provide strategic foresight, planning, strategy, and policy advice to NATO’s leadership. The Strategic Alternatives Branch specifically focuses on generating innovative ideas through data and analytics to address complex security challenges and enhance NATO’s awareness, understanding, risk assessment, strategy, and decision-making. The post holder will provide understanding of Russia's strategy, strategic thinking, military doctrine, and capabilities to offer military strategic shaping options to the Military Committee, ensuring NATO maintains its strategic advantage over Russia in the long term.

Requirements

  • University Degree in history, geography, politics, economics, operations research, or a related discipline and 2 years of function-related experience; OR Higher Secondary education with completed advanced vocational training in a relevant discipline leading to a professional qualification or accreditation, plus 4 years of post-related experience.
  • At least 3 years of demonstrable experience in analyzing and researching Russia, its strategic culture, military doctrine, and capabilities.
  • At least 2 years of demonstrable experience in developing policy or strategy on Russia for a national government or international organization.
  • Previous experience working within the NATO enterprise or another defense-related international organization or national government on foreign/security/defense affairs.
  • Proven ability to communicate effectively orally and in writing with good briefing skills.
  • English language proficiency: SLP 3333 (Listening, Speaking, Reading, and Writing).

  • Experience working in academia or a think tank.
  • Publications on security, defense, and military issues, preferably related to Russia.
  • Master's and/or PhD studies focused on Russia.
  • Specialized courses on Russian strategy.
  • English language proficiency: SLP 3334 (Listening, Speaking, Reading, and Writing).
  • Russian listening and reading skills.

Responsibilities

  • Develop threat-informed analysis on Russia's future strategies, foresight, and strategic thinking to support the development of NATO's shaping strategy, political guidance, concept development, and ACT's transformational efforts regarding Russia.
  • Determine and apply appropriate analytical techniques to derive research requirements and identify potential concepts for NATO's Long-Term Military Strategic Study (LTMSS) on Russia. Optimize current strategies, produce actionable insights, and develop unbiased recommendations.
  • Develop and support the delivery of LTMSS-related war games, working groups, conferences, workshops, and high-level engagements. Initiate, lead, or contribute to strategic thinking documents, forward-looking articles, studies, and proposals to the chain of command as directed by SALT leadership.
  • Interact with and brief ACT senior leadership on results and findings, coordinating with relevant staff.
  • Conduct expert coordination with NATO bodies, entities, and nations, focusing on LTMSS products and military strategic shaping. This may involve collaboration with NATO Nations' strategic shaping and doctrine counterparts, or other partner/non-NATO entities concerning Russia.
  • Provide input to papers, presentations, guidance, and direction for all ACT pillars on issues related to NATO strategy and policy on Russia.
  • Execute complex and strategic work using research and analytical frameworks, collaborating with other analysts within and outside NATO, including academia.
