About The Position

Public Health Solutions (PHS) is a 70-year-old non-profit organization dedicated to improving health equity and addressing health-related social needs for underserved communities in New York City. As the largest public health nonprofit in NYC, PHS provides direct services, supports community-based organizations through partnerships, and bridges the gap between healthcare and community services. PHS administers WholeYouNYC, a network of over 200 organizations addressing social drivers of health such as food, housing, employment, and health insurance. WholeYouNYC has impacted thousands of lives and generated significant healthcare savings. PHS's WholeYouNYC was awarded a grant to serve as the Social Care Network infrastructure lead for Brooklyn, Queens, and Manhattan, integrating social care into the Medicaid program. This is a grant-funded position ending March 31, 2027.

Requirements

  • Member of the New York bar in good standing (or eligible for immediate membership).
  • 3-6 years’ in-house, law firm, or governmental experience.
  • Expertise in the core areas of work described above, especially contract drafting.
  • Expertise in federal grants (especially HHS) and government contracting (Uniform Guidance/2 CFR 200, NY State contracting requirements).
  • Demonstrated exceptional organizational, analytical, problem-solving, attention to detail, facilitation, and written and oral communication skills.
  • Demonstrated capacity to work independently with strong follow-through skills and ability to juggle multiple matters, prioritizing effectively.

Responsibilities

  • Advise PHS’s Contract and Management Services department and draft, review, and negotiate subrecipient agreements and other contracts in connection with federal/state/local grants.
  • Draft, review, redline, and negotiate commercial contracts and other vendor agreements, as well as additional contracts as assigned, and ensure that contractual arrangements align with organizational goals and legal requirements.
  • Conduct regulatory research and draft legal memoranda.
  • Stay abreast of regulatory changes at the City, State, and Federal level that will impact PHS.
  • Address ad hoc legal issues.
  • Other duties, relevant to the position, shall be assigned as required.
