About The Position

Provides a variety of complex legal services for the Office of Legal Services and the Justice and Public Safety Cabinet, which are occasionally characterized by issues which are unique, controversial, or technical in nature and require extensive research and analysis. Position may coordinate the work of other attorney and non-attorney staff and perform other duties as required.

Requirements

  • Must have two years experience as a licensed attorney in the practice of law.
  • Must be admitted to practice law and in good standing in the Commonwealth of Kentucky OR comply with Kentucky Supreme Court Rule (SCR) 2.111 (limited certification of admission to practice), SCR 2.112 (attorney participants in defender or legal services programs), SCR 2.117 (practice pending admission).
  • Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification.

Responsibilities

  • Assists in drafting KSP responses to Open Records Act (ORA) requests, including reviewing, editing, and facilitating approval of such responses.
  • Provides legal counsel to KSP's custodian of records related to issues arising under the ORA.
  • Handles KSP ORA appeals filed with Office of the Attorney General and circuit and appellate court actions arising under the ORA on behalf of KSP.
  • Represents the agency and troopers in their individual capacity in state and federal court involving complex complaints and other claims by drafting responses, filing discovery, pleadings, motions, and appearing in court on their behalf and on behalf of the General Counsel as needed.
  • Assists paralegal in complying with all issued subpoenas for agency records, including reviewing all documents, video, and audio files by the deadlines.
  • Represents the agency when Chapter 18A employees file grievances or complaints against the agency before the Personnel Board.
  • Conducts complex legal research and analysis of issues related to litigation, as well as issues unique to the Department of Kentucky State Police in order to provide legal opinions to command staff.
  • Instructs KSP cadets during legal blocks at the academy and in-service training for sworn troopers on current legal issues.
