About The Position

Dynatech International is seeking a Senior Vice President of Business Development to build and lead its enterprise business development organization. The company has a 53-year history in defense sustainment and possesses unique qualifications as a small business with extensive past performance and certifications. This role is crucial for driving growth, moving from opportunistic bidding to a deliberate, repeatable capture strategy, aiming for at least 30% annual growth. The position reports to the CEO and is supported by a board committed to growth. The role involves leveraging Dynatech's proprietary DLMS® platform, a significant existing bid base, a new enterprise ERP system (Pentagon 2000), deep legacy platform support, and international reach. The objective is to aggressively harvest the current small business status while building a sustainable growth engine for the future.

Requirements

  • Twelve or more years in defense or aerospace business development, with at least five years leading a business development, capture, or growth organization.
  • Verifiable record of winning government work and leading successful government captures.
  • Fluency in DLA acquisition processes (DIBBS, RFQ/RFP, Long Term Contracts, IDIQs, BOAs, approved-source, SAR, QSLD/QSLM, first article, qualification requirements).
  • Working command of FAR Part 19 and SBA size and affiliation rules, limitations on subcontracting, and teaming/mentor-protégé structures.
  • Shipley training or equivalent formal capture methodology, with experience installing gated discipline.
  • Price-to-win experience, including modeling competitor cost structures.
  • Demonstrated ability to build a team from a small base.
  • U.S. Person status under ITAR (22 CFR 120.62).

Responsibilities

  • Expand and extend the existing customer base by converting transactional relationships into long-term contracts and increasing share of wallet within existing accounts.
  • Win significant U.S. Government work as a prime contractor, focusing on high-value awards and leveraging small business status for set-aside work, while also planning for post-graduation full-and-open opportunities.
  • Implement Shipley-based gated review discipline for the opportunity lifecycle, including market segmentation, gate reviews, and bid/no-bid governance.
  • Build a customer-facing business development team responsible for managing key accounts and generating qualified pipeline.
  • Develop a mathematical win model, incorporating price-to-win discipline, competitor analysis, forecasting, and feedback loops.
  • Establish strategic partnerships, including OEM and approved-source relationships, teaming agreements, and subcontract structures, to enhance offerings and secure pursuits.
