About The Position

This role is part of eBay’s Technical Program Management group and centers on coordinating large, cross-domain projects for the Payments & Financial Services Technology behind our marketplace. You will work closely with Product, Engineering, Business, Development, and Product Marketing teams across several key areas, such as Seller Payments & Payouts, Seller Capital & Insurance, Monetization, and Merchant Services. These initiatives collectively handle billions of dollars yearly for millions of buyers and sellers in over 190 markets. As a Technical Program Manager, you will be at the heart of complex, high-stakes initiatives—bringing clarity to uncertainty, coordinating diverse partners, and ensuring consistent delivery across global, matrixed teams. You will develop how funds move securely and efficiently through the eBay ecosystem, while working in a collaborative environment that values bold ideas, continuous improvement, and sustainable work/life balance.

Requirements

  • Bachelor’s degree in Computer Science, Engineering, Business, or equivalent experience gained through practical work, and approximately 10+ years working across Program, Development/Engineering, Technical, Corporate Operations, and/or Sales/Marketing functions, including significant time in a product and technology environment.
  • Proven track record leading large-scale, cross-functional technology programs from concept through completion, operating independently in ambiguous environments while managing risk, driving decisions, and delivering high-quality outcomes.
  • You have a solid technical foundation that allows direct collaboration with engineering teams. You can grasp system architectures related to payments and financial services, evaluate delivery risks, and explain technical trade-offs clearly to business and executive partners.
  • Practitioner-level experience using AI and GenAI tools (such as ChatGPT Enterprise, Gemini, Glean, NotebookLM, Claude Code, and custom AI agents) as part of day-to-day workflows to accelerate planning, synthesize documentation, automate routine work, and scale program impact.
  • Proficiency with Agile methodologies and program tools—including Jira, Airtable, Confluence, and Google Workspace—with the ability to write queries, build dashboards, and compose templates; familiarity with analytics platforms such as Tableau, Looker, or Power BI is a plus.
  • Demonstrated ability to lead through influence with strong executive presence and communication skills. This includes delivering steering committee updates, handling customer issues, and aligning VP and C-suite leaders across global, matrixed engineering organizations.

Responsibilities

  • Lead end-to-end delivery of critical, multi-domain payments and financial services programs—from inception through launch—aligning scope, timelines, and outcomes across Product, Engineering, Business, Development, Marketing, Analytics, and other partners to land initiatives on time and within budget.
  • Lead annual and quarterly planning across priorities and domains by establishing standardized intake governance, reviewing cross-functional demand, and developing unified, capacity-aware roadmaps that align team resources with top payments and financial services goals.
  • Drive cross-functional alignment and action for pivotal initiatives. Clarify dependencies and build work-back plans. Secure commitments from dependency owners. Facilitate trade-offs and sequencing decisions that enable reliable, scalable delivery.
  • Build and maintain clear, executive-ready program health reporting—including risk registers, tradeoff summaries, and customer-impact playbooks—and regularly brief senior leadership on status, blockers, and data-driven recommendations.
  • Use metrics and root-cause analysis to identify systemic risks and process gaps. Balance business needs and technical constraints to keep programs on track. Continuously improve operating cadences, reviews, and cross-team coordination.
  • Purposefully employ AI and generative technologies to automate manual program management tasks. Mentor TPMs and PMOs on new ways of working. Codify operating procedures that elevate execution excellence across the organization.
