About The Position

The Sr Program Mgr is responsible for delivery of very large high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedule. The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role work independently with some indirect supervision PMO Director and may have direct reports and/or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders.

Requirements

Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
Plus 9 years of relevant work experience.
Ability to interface with all levels of employees and both external and internal customers
Skilled with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions
Effective communication skills both written and verbal; skilled in delivering presentations within and outside of the organization
Ability to utilize effective time management and delegating work to others

Nice To Haves

Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
PMP Certification
Experience managing programs in the transportation industry environment
Plus 11 years of relevant work experience.

Responsibilities

Lead coordination of cross-functional teams, vendors, and resources to ensure timely, cost effective delivery of critical milestones across interdependent projects.
Successfully managed multiple project teams, vendors and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within assigned program and overall portfolio
Established a Program Governance and Controls structures to enable effective escalation and decision-making processes across multiple projects
Knowledge or experience managing large scale programs with a federally funded or highly regulated environment.
Experience using Atlassian, Jira, JIRA Align or equivalent tools
Establish program governance and controls to support effective escalation and decision-making.
Foster stakeholder collaboration to drive scope, financial, and resource alignment.
Manage cross-organizational and vendor dependencies, escalating and resolving through structured processes.
Oversee scope, schedule, and budget changes via program and enterprise governance channels.
Hire, mentor, and guide junior project/program managers and matrixed team members in project/program management best practices.
Support senior leadership with data for annual planning and sequencing of new initiatives.
Ensure accurate financial reporting and forecasting for executives and regulatory bodies.
Identify and mitigate program risks through cross-functional collaboration.
Maintain program and project management artifacts in compliance with internal standards and regulations.
Recommend process improvements and efficiency opportunities to leadership.
