About The Position

The Sr Program Mgr is responsible for delivery of very large high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedule. The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role work independently with some indirect supervision PMO Director and may have direct reports and/or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders.

Requirements

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
  • Plus 9 years of relevant work experience.
  • Ability to interface with all levels of employees and both external and internal customers
  • Skilled with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions
  • Effective communication skills both written and verbal; skilled in delivering presentations within and outside of the organization
  • Ability to utilize effective time management and delegating work to others

Nice To Haves

  • PMP Certification
  • Experience managing programs in the transportation industry environment
  • Plus 11 years of relevant work experience.

Responsibilities

  • Lead coordination of cross-functional teams, vendors, and resources to ensure timely, cost effective delivery of critical milestones across interdependent projects.
  • Successfully managed multiple project teams, vendors and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within assigned program and overall portfolio
  • Established a Program Governance and Controls structures to enable effective escalation and decision-making processes across multiple projects
  • Knowledge or experience managing large scale programs with a federally funded or highly regulated environment.
  • Experience using Atlassian, Jira, JIRA Align or equivalent tools
  • Establish program governance and controls to support effective escalation and decision-making.
  • Foster stakeholder collaboration to drive scope, financial, and resource alignment.
  • Manage cross-organizational and vendor dependencies, escalating and resolving through structured processes.
  • Oversee scope, schedule, and budget changes via program and enterprise governance channels.
  • Hire, mentor, and guide junior project/program managers and matrixed team members in project/program management best practices.
  • Support senior leadership with data for annual planning and sequencing of new initiatives.
  • Ensure accurate financial reporting and forecasting for executives and regulatory bodies.
  • Identify and mitigate program risks through cross-functional collaboration.
  • Maintain program and project management artifacts in compliance with internal standards and regulations.
  • Recommend process improvements and efficiency opportunities to leadership.
