About The Position

The Sr Program Manager, Inventory Control (Pharmacy) is responsible for ensuring the compliant, safe, and auditable management of pharmaceutical disposals, customer returns, and waste within 503A pharmacy operations. This role provides inventory oversight, policy development, and operational guidance to ensure activities align with state and federal pharmacy laws, DEA requirements, environmental regulations, and internal quality standards. This position partners closely with Pharmacy Operations, Quality, Compliance, Fulfillment, and Customer Service teams to mitigate risk, maintain inspection readiness, and protect patient safety.

Requirements

  • Doctor of Pharmacy (Pharm D) or Bachelor’s degree in Pharmacy from an accredited institution.
  • Active, unrestricted Pharmacist License in State of employment (OH)
  • 5–7+ years of pharmaceutical inventory management experience
  • Strong working knowledge of 503A regulations, DEA requirements, and state Board of Pharmacy rules
  • Experience with pharmaceutical waste handling, medication disposal, and/or returns oversight
  • Ability to interpret complex regulatory requirements and translate them into operational workflows
  • Excellent documentation, communication, and inspection readiness skills
  • Demonstrated ability to build and implement Board of Pharmacy–compliant programs

Responsibilities

  • Oversee and approve processes for disposal of prescription medications, compounded preparations, and pharmaceutical waste in compliance with 503A, DEA, and applicable state regulations.
  • Ensure proper segregation, documentation, and destruction of controlled and non-controlled substances.
  • Review and approve waste vendors, destruction methods, and Certificates of Destruction.
  • Monitor disposal workflows to ensure adherence to applicable USP, EPA, and state environmental standards.
  • Maintain full control and traceability of inventory from receipt through disposal, including patient returns, quarantined items, and waste.
  • Provide pharmacist oversight for return-to-sender shipments, documentation, and disposition.
  • Ensure returned medications are handled according to regulatory requirements, including non-redispensing rules.
  • Establish and maintain SOPs governing returns, quarantine, and destruction.
  • Support Quality investigations related to returned products, including potential product quality complaints and/or adverse events.
  • Develop, review, and maintain policies, SOPs, and training materials related to disposals, returns, and waste handling.
  • Conduct routine audits and risk assessments of disposal and returns processes.
  • Support regulatory inspections and audits (e.g., Board of Pharmacy, DEA) related to waste and returns.
  • Track, trend, and report metrics related to waste, returns, deviations, and compliance findings.
  • Partner with Quality to ensure sterile compounding materials have approved specification sheets and/or Certificates of Analysis (COAs).
  • Partner with Pharmacy Operations, Fulfillment, Customer Service, Quality, and Compliance to ensure aligned execution.
  • Serve as a subject matter expert on disposal, returns, and waste-related regulatory requirements.
  • Assist with controlled substance inventories during PIC changes and annual inventories, as required by Boards of Pharmacy.
  • Partner with the Pharmacist-in-Charge (PIC) to ensure restricted inventory areas remain under pharmacist oversight (e.g., quarantine areas, disposal cages, controlled substance storage).
  • Support continuous improvement initiatives to reduce waste and improve efficiency while maintaining compliance.
  • Ensure invoices are signed and dated by pharmacists and appropriately filed, with clear segregation of controlled vs. non-controlled substance records.
  • Oversee and control R&D inventory activities (e.g., API use, tablet creation, labeling, disposal) ensuring records are accurate, complete, and compliant.
  • Monitor cycle count results to identify trends that may indicate shrinkage, discrepancies, or diversion risk.
