About The Position

Rincon Research Corporation (RRC), a leading defense and intelligence community contractor supporting national security programs, is seeking a skilled and experienced Senior Procurement Specialist. This role is crucial for purchasing, acquisitions, and supplier management within a secure environment. The specialist will ensure the timely procurement of program materials and maintain compliance with U.S. Government contracting regulations (FAR/DFARS and others), company policies, and program objectives. Proficiency in Deltek Costpoint is preferred, and an active TS/SCI clearance is required.

Requirements

  • Bachelor's degree in Business Administration, Supply Chain Management or related field
  • Active TS/SCI clearance
  • U.S. Citizenship required (due to ITAR and contract requirements)
  • Minimum 5-7 years of procurement experience in the defense industry or government contracting environment
  • Demonstrated experience with FAR, DFARS, and government contract flowdown requirements
  • Proven track record negotiating with suppliers and managing subcontracts on government programs
  • Experience with cost and price analysis techniques and source selection processes
  • Strong knowledge of FAR Part 12, 13, 15, and applicable DFARS clauses
  • Understanding of ITAR, EAR, and export control regulations
  • Familiarity with CMMC requirements and cybersecurity compliance (DFARS 252.204-7012)
  • Proficiency in ERP systems (experience with Costpoint strongly preferred)
  • Excellent negotiation, communication, and interpersonal skills
  • Strong analytical skills with attention to detail and accuracy
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint)
  • Ability to manage multiple priorities in a fast-paced environment

Nice To Haves

  • Advanced degree in Business, Supply Chain, or related field (or equivalent work experience)
  • Experience supporting classified programs in DoD or Intelligence Community (IC) environments
  • Knowledge of CPSR audit requirements
  • Familiarity with ISO 9001 quality management system

Responsibilities

  • Manage end-to-end procurement processes for direct and indirect materials, capital, services, and subcontracts supporting defense programs, ensuring compliance with prime contract flow down requirements
  • Negotiate terms and conditions with suppliers and subcontractors, including pricing, delivery schedules, quality requirements, and compliance clauses
  • Conduct cost and price analysis to ensure fair and reasonable pricing in accordance with FAR Part 15 and DFARS requirements
  • Prepare, review, and execute procurement documents including Requests for Proposals (RFPs), Requests for Quotations (RFQs), purchase orders, and subcontract agreements
  • Perform supplier evaluations, qualifications, and risk assessments, maintaining an approved supplier list and conducting periodic performance reviews
  • Ensure compliance with ITAR, DFARS 252.204-7012 (cybersecurity requirements), Buy American Act, Trade Agreements Act, and other applicable regulations
  • Collaborate with program management, engineering, quality assurance, and contracts teams to support program schedules and deliverables
  • Manage supplier relationships and resolve performance issues, delivery delays, and quality concerns
  • Maintain accurate procurement records and documentation for government audits and contract closeout activities
  • Support proposal activities by providing procurement input, supplier quotes, and basis of estimate documentation
  • Identify and implement cost savings initiatives and process improvements within the supply chain
  • Provide guidance on complex procurement matters
  • Assist in audit readiness and respond to data calls from customers, DCAA, and DCMA as needed
