The Senior Procurement Supply Chain Specialist operates as a hands-on and independent contributor, generalist type person with deep, practical expertise across three core supply chain domains—Procurement, Material Management, and Logistics & Inventory. These capabilities are directly aligned with AirPlant program needs and are fundamental to enforcing supply continuity, strengthening competitiveness, vendor performance, managing inbound materials, and ensuring accurate and timely flow of goods. This role is also essential to embedding new ERP processes, creating adoption of new processes, ensuring adherence to standards, and supporting the successful operationalization of new procedures and supply chain controls required for AP1 and AP2 readiness. As a Sr. Procurement Specialist, Global Supply Chain, you will support the development of global procurement strategies, develop and manage Request for Quotation, facilitate and coordinate technical and economical criterium and evaluations, develop category management for services, and critical supplier partnerships supporting Twelve’s operations and EPC‑led capital project programs. This role requires senior‑level of expertise in the development and administration of complex purchase orders, supplier performance, and procurement of construction equipment, bulks, and operations spares, parts and consumables.

Requirements

  • Bachelor's degree in supply chain management, Business Administration, Engineering, Construction Management, or a related field; advanced degree preferred.
  • 20 to 25+ years of progressive experience in global procurement, strategic sourcing, and supply chain management supporting complex industrial, and energy projects.
  • Extensive experience operating in an EPC (Engineering, Procurement & Construction) environment, leading procurement from FEL to ongoing operations.
  • Extensive experience in construction procurement within EPC‑led capital projects, including sourcing and contracting construction services, subcontractors, and construction support scopes aligned to procurement activities and deliverables.
  • Strong background in capital project and construction‑driven procurement, including long‑lead equipment, technical materials, and site‑based services.
  • Hands on experience in vendor packages, medium to large modules including formation of price books, and Suppliers’ Quality Surveillance.
  • Expert understanding of global sourcing strategies, contract structures, cost controls, and commercial risk management.
  • Proven ability to lead cross‑functional collaboration across Engineering, Construction, Project Management, Operations, Finance, Legal, and HSE teams.
  • Strong analytical and financial acumen with experience driving cost optimization and supplier performance management.
  • Advanced experience with ERP and procurement systems (Oracle Fusion preferred); familiarity with construction or project controls systems is a plus.
  • Willing to temporarily relocate to Moses Lake, WA until co-location with the EPC contractor (location TBD) and the eventual deployment to where the commercial Plant is going to be built. This position requires a high level of mobility, adaptability and flexibility.

Nice To Haves

  • Oil & Gas, energy, or heavy industrial experience preferred, particularly in environments with complex supply chains and construction interfaces.
  • Procurement certifications such as CPSM or CSCP are strongly preferred; construction or project‑related credentials are a plus, I.e., PMP, CII.

Responsibilities

  • Lead all procurement activities including the procurement planning, category management and provided hands on development of RFQ, Purchase Orders, and material masters, and administration of complex POs from formation to close-out.
  • Partner with Engineering, Construction, Project Management, Operations, Finance, and Legal to align procurement with capital project execution.
  • Lead EPC and construction procurement activities supporting large‑scale capital projects and modularization programs.
  • Has Owner Operator experience in projects and operating plants.
  • Drive supplier performance, cost optimization, and schedule alignment for long‑lead materials, construction and operations bulks and construction scopes.
  • Develop sourcing strategies, manage supplier risk, and ensure compliance with internal and regulatory requirements.
  • As an Expert in Material Management, Logistics and Inventory, develop processes, roll out and stimulate adoption of new processes. Provide hands on support in the implementation of related processes.
  • Hands on participation in a global modularization program of large to medium size modules including the associated material management and module logistics.
