About The Position

The Sr. Manager, Strategic Planning, Portfolio and Program Management is a strategic partner to the CTO's Chief of Staff and a key leader in the Office of the CTO. This role leads Global Technology planning while keeping leadership informed about the portfolio of organization-wide initiatives. It also manages the most sophisticated cross-functional efforts, requiring close coordination, handling dependencies, and clear accountability. You will also modernize planning, reporting, and governance mechanisms to reduce overhead and improve speed and clarity through better tooling, data rigor, automation, and use of AI. In addition, you will lead ways of working improvements and enterprise interlocks that strengthen collaboration across GT and partner organizations, reduce friction, and improve execution clarity. This role operates in high trust environments where sound judgment, discretion, and influence without authority are essential.

Requirements

  • Typically 10+ years in business operations, strategy & operations, management consulting, program leadership, product/engineering operations, or related roles (or an equivalent combination of education and experience).
  • Track record leading cross-functional programs from definition through measurable outcomes.
  • Strong communication skills and the ability to produce concise, decision ready materials for senior leaders
  • Technical fluency across the software development lifecycle and modern engineering practices, with credibility in engineering discussions
  • Strong analytical skills and proficiency in working directly in data, including Sheets or Excel and dashboarding or reporting tools
  • Strong judgment and discretion to handle sensitive topics and ambiguous situations
  • Analytical and structured problem-solving skills (able to synthesize qualitative and quantitative inputs).
  • Experience in a large-scale, global engineering organization.
  • Familiarity with operating models (portfolio governance, operating reviews such as WBR/MBR/QBR, scorecards).
  • Experience designing or improving operating mechanisms (governance, decision rights, operating cadences, cross-org interlocks).
  • Proficiency with portfolio and planning tools (e.g., Jira/Airtable/Jellyfish) and dashboarding/reporting tools.

Responsibilities

  • Own the strategic planning approach for Global Technology, including calendar, standards, and leadership alignment
  • Drive clarity on priorities, tradeoffs, and success measures across GT and partner organizations
  • Represent and advocate for engineering priorities in cross-functional and enterprise planning and operating forums with clear recommendations grounded in execution reality
  • Evaluate planning effectiveness and continuously improve the process to reduce friction, improve clarity, and increase adoption
  • Maintain a trusted portfolio view of GT priorities, deliverables, resourcing assumptions, risks, dependencies, and operating health
  • Establish and run portfolio governance mechanisms that keep initiative reporting consistent, outcomes focused, and decision ready
  • Partner with Finance and People teams on capacity and headcount planning and hiring prioritization using structured, clear inputs
  • Ensure leadership can quickly see what is on track, what is blocked, what has changed, and what decisions are needed
  • Lead execution for high-impact initiatives that cut across teams, including integrated plans, dependency management, and partner alignment
  • Drive delivery rigor through clear ownership, risk management, removing blockers, and strong operating rhythms
  • Deliver measurable outcomes by setting clear achievements, keeping execution signals current, and closing programs with documented takeaways that improve future execution
  • Shape executive agendas and forums such as GT Ops Review into decision engines by framing options, tradeoffs, recommendations, and closed-loop follow-through
  • Surface cross-team misalignment early and drive resolution through clear framing, customer alignment, and timely addressing when needed
  • Lead ambiguous, time-sensitive, or high-visibility workstreams on behalf of GT leadership, driving them from definition to measurable outcomes
  • Find opportunities to streamline planning, reporting, and governance, reducing manual effort through tooling, automation, and responsible AI use
  • Build and scale repeatable playbooks such as templates, decision logs, governance standards, and reporting guidance that help teams self-serve and move faster
  • Design and drive adoption of ways-of-working improvements, including decision rights, standards, and cross-org interlocks that reduce friction and increase accountability
