About The Position

Leads the Portfolio Management Office (PMO) and establishes a standardized program management framework across the organization. Provides strategic leadership for program planning, scheduling, and performance reporting, earned value management, risk and opportunity management, change management, and program controls to ensure a successful execution of programs. Defines and executes a multi-year PMO maturity roadmap and maintains enterprise program management processes, tools, and governance while overseeing the Program Scheduling and Program Planning & Control (PP&C) teams. Working closely with Program Managers, Integrated Product Teams (IPTs), Engineering, Operations, Finance, Contracts, and executive leadership, ensuring programs are executed consistently, efficiently, and in compliance with customer and contractual requirements.

Requirements

  • Bachelor's degree (B.S.) in Engineering, Business Administration, or a related field
  • a minimum of 10 years of aerospace or defense program management experience
  • 5 years of leadership experience managing program controls, scheduling, PMO functions, or equivalent combination of education and experience.
  • Aviation background and aircraft interior experience required.
  • Extensive knowledge of Program Management principles and best practices.
  • Experience implementing or leading enterprise PMO processes and governance.
  • Strong expertise in Integrated Master Scheduling (IMS) and tool usage.
  • Advanced knowledge of Earned Value Management (EVM) and Earned Value Management Systems (EVMS).
  • Experience with portfolio management, program governance, and executive reporting.
  • Strong understanding of Risk and Opportunity Management methodologies.
  • Experience developing and implementing formal Change Management processes.
  • Knowledge of DFARS requirements and government contracting practices preferred.
  • Strong analytical and financial acumen, problem-solving and decision-making skills in fast-paced environments.
  • Excellent verbal, written, and presentation communication skills with the ability to communicate effectively at all organizational levels.
  • Ability to influence cross-functional teams without direct authority.
  • Ability to sit for extended periods of time, use hands to lift and/or move up to 10 pounds, occasionally lift and/or move up to 25 pounds and have close/color vision ability to adjust focus.
  • Ability to travel as required.
  • Ability to work outside of core business hours as required.

Responsibilities

  • Applies organizational change management strategies to drive cultural adoption of new PMO governance, overcoming resistance and coaching teams through the transition from legacy processes.
  • Architects, leads and manages the PMO, establishing governance, standards, and best practices for program execution across the organization.
  • Develops, implements, and continuously improves standardized program management processes, procedures, templates, and tools and ensures seamless integration with finance and ERP system.
  • Directs and manages Program Schedulers and Program Planning & Control (PP&C) personnel, providing leadership, coaching, performance management, and professional development.
  • Establishes and maintains Integrated Master Scheduling (IMS) standards and ensures schedules accurately reflect program scope, resources, milestones, dependencies, and critical paths.
  • Ensures consistent implementation of Earned Value Management (EVM) principles and support DFARS-compliant Earned Value Management System (EVMS) practices, where applicable.
  • Oversees program planning, cost and schedule performance measurement, forecasting, variance analysis, and corrective action planning.
  • Establishes schedule and capacity confirmation protocols during the proposal, planning, and execution phases of all programs.
  • Develops and maintains dashboards, key performance indicators (KPIs), executive reports, and management metrics to support informed business decisions.
  • Partners with Integrated Program Team to ensure effective planning, execution, monitoring, and reporting throughout the program lifecycle.
  • Collaborates with Finance, Contracts, Supply Chain, Engineering, Manufacturing, and Operations to ensure alignment between program execution and business objectives.
  • Monitors program performance across the portfolio, identifying trends, resource constraints, and execution risks while recommending corrective actions.
  • Drives continuous improvement initiatives focused on program execution, planning accuracy, forecasting, reporting, and organizational effectiveness.
  • Ensures compliance with company policies, customer requirements, government regulations, and contractual obligations related to program management.
  • Mentors PMO staff and Control Account Managers (CAMs) on program management best practices, planning methodologies, and program controls.
  • Maintains regular attendance including being at work, being on time to work and working full shifts.
