About The Position

Under general direction of the Director, Quality Assurance and Contract Compliance (QACC), performs complex and difficult statistical and management analyses in support of the administrative functions of the Quality Assurance department or program; performs difficult and responsible analyses which support functions, projects, programs and initiatives in program administration and implementation, as well as, carries out supervisory responsibilities for a widely diverse team of technical and professional staff. The incumbent will be responsible for the Data Say (QA automated electronic monitoring system), including management of all accounts and users operating under the Grantee subscription; interface with the DataSay Support and Development Staff; assignment of new and removal of appropriate system users; communication and training of the Data Say system users; monitor system to ensure erroneous information is removed from the system, and data aggregation, disaggregation, analysis, and special reporting as necessary.

Requirements

  • Graduation from a four-year college or university with a major in Public or Business Administration, Early Childhood Education, or a closely related field; and at least three (3) years of progressively responsible experience performing complex financial, statistical and program analyses; or an equivalent combination of training and experience.
  • Ability to communicate both orally and in writing primarily in English (using proper spelling, grammar, and punctuation) as well as the ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to draft reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Must meet and maintain state law and licensing requirements regarding employment in a childcare center (fingerprints, TB, physical).

Responsibilities

  • Provides ongoing assistance, support and guidance to center and area staff in the interpretation of the Head Start Performance Standards for staff.
  • Provides follow-up procedures for staff when appropriate.
  • Supports planning of data driven decision making process for continuous quality improvement.
  • Coordinates the Reconciliation of Corrective Action Plans.
  • Prepares worksheets and related records to administer assigned program.
  • Interprets and explains program and/or funding agency provisions, rules, regulations, and performance standards, and makes appropriate recommendations.
  • Maintains accuracy of computer generated reports.
  • Generating Monthly and Annual Monitoring Reports using Data Software.
  • Coordinate with staff to make necessary system changes.
  • Review ROP and subrecipient center directories and take the lead in making QA staff site monitoring assignments as instructed by the Director.
  • Evaluate and ensure site summary reports are submitted for monitoring assignments for all monitoring activities.
  • May prepare monitoring announcements and correspondence to GOP, Delegate, and Subcontractor counterparts and provide guidance to the QA team.
  • Coordinates and conducts all post QA monitoring consensus building meetings and makes changes as necessary to respective monitoring reports.
  • Assembles data, conducts studies, and prepares monthly and periodic reports and annual management status reports.
  • Research and recommends policies and procedures.
  • Participates in the development of program policies and procedures.
  • Coordinates systems needs with Information Systems Department to establish a more efficient information flow.
  • Develops, maintains, and updates a variety of administrative and program tracking systems.
  • Consults with and advises management on project progress.
  • Performs special cost, trend, impact and other analyses and drafts reports and recommendations on assigned projects to support department functions.
  • Prepares a variety of regular and special reports for management, committees, and councils.
  • Training team members on the use of data collection, reporting, and analysis using data software.
  • Assists in the development of staff and volunteer training programs.
  • Performs other duties as assigned by the Senior Director.
