About The Position

The Office of the Chief Technology Officer (OCTO) is modernizing the District of Columbia Department of Motor Vehicles Enterprise Application Destiny project. This modernization effort aims to leverage new digital technologies such as cloud computing, data analytics, artificial intelligence, and mobile to create a modern experience for customers and partners of DC DMV. Modernizing the DMV Enterprise Application Destiny will help DCDMV improve services to citizens, enhance government operations, and strengthen overall data security. To address these challenges, the OCTO-DMV team is looking to hire highly skilled individuals to rapidly connect the DMV Enterprise Destiny Application with modern technology while minimizing disruption to existing systems.

Requirements

  • In-depth knowledge of JAVA and J2EE background using Spring Technologies framework, design, and architectural styles /API’s (REST/RPC) and Agile methodologies for the development of application programs.
  • Experience with core JAVA development with strong back-end development (10 years)
  • JAVA – Annotations, Generics, Reflection, Inheritance, OO Design, NIO, Bean Validation (5 years)
  • Spring Boot Application Development Experience (3 years)
  • Spring – Java Config, Dependency Injection, Autowiring Concepts (3 years)
  • Spring Integration Development Experience (3 years)
  • Spring Web Services Development Experience (3 years)
  • 16+ yrs. preparing complex technical documentation
  • Synchronous and Asynchronous programming experience – Callbacks, Future, Timeout and Error Handling (3 years)
  • Experience with MAVEN Project Build experience (3 years)
  • Experience with GIT version control repository (3 years)
  • Experience with Tomcat/Jetty/undertow Application Servers (3 years)
  • Experience with LINUX working environment (3 years)
  • Experience with JIRA Issue tracker
  • 16+ yrs. conveying technical and functional concepts for a specific technical specialty
  • Bachelor’s degree in IT or related field or equivalent experience
  • Must have enough experience to qualify for a Master Level position.

Nice To Haves

  • RedHat Open shift Container-based application development and deployment experience (1 year)
  • Working with mainframe CICS containers and channels using JCA connectors (1 year)

Responsibilities

  • Design, develop, and test using JAVA technologies to facilitate application development and implementation from development to QA to production.
  • Gain an understanding of the current system infrastructure, security needs, network considerations, and methodologies.
  • Primarily focus on JAVA programming and supporting the ecosystem for the organization.
  • Write clean, scalable code using JAVA programming languages.
  • Refactor and debug code.
  • Improve existing software.
  • Test and deploy applications and systems.
  • Develop documentation throughout the lifecycle of the development process.
  • Provide technical support to the team.
  • Ensure that the technologies are updated with current, stable, and compliant architecture and applications that meet enterprise standards.
  • Collaborate with internal teams to produce software design and architecture.
  • Proactively monitor and report performance utilization of assigned technologies.
  • Troubleshoot software and/or hardware issues/failures.
  • Manage problems or escalated tickets and tasks and out-of-cycle requests from systems/software owners.
  • Determine the best course of action for meeting business needs and provide consultative expertise to customers on how to best use systems.
  • Proactively monitor and identify broader, more complex issues across multiple, integrated, connecting technologies and communicate as appropriate.
  • Provide technical knowledge and support to District agencies, personnel, and additional stakeholders.
  • Perform other related duties as assigned.
  • May coordinate activities of application developers.
  • Identify best practices and standards for the use of the product.
  • Deliver support and design for industry-specific applications that require integration with statewide systems or applications.
  • Interact with executive-level business users or technical experts.
  • May function as a niche technical SME (Subject Matter Expert).
  • Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty.
  • Identifies improvements to project standards to achieve high quality services/products.
  • Confers with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing and project design.
  • Works with necessary personnel to determine if modifications are necessary with interested personnel to determine necessity for modifications or enhancements.
  • Leverages excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders.
  • Proven track record of hands-on technical design and code work within large complex systems.
  • Proven hands-on technical work with a variety of technologies.
  • Demonstrated technical expertise integrating a variety of diverse technical environments and cross-platform technologies.
  • Advanced experience in the required technical subject matter.
  • Has proven experience across large and complex implementations and systems.
