This role is part of Blue Origin corporate functions, providing centralized support across Blue Origin business unit teams, functions, and locations. Blue Origin is assembling the leadership team that will enable humanity's future in space. As the company's HR Compliance subject matter expert, you'll operate as an internal consultant to leadership and business partners while owning the development, implementation, and continuous evolution of Blue Origin's HR compliance programs, policies, and processes across all HR functions. This role is critical in maintaining compliance not only with traditional employment laws, but also with aerospace, manufacturing, Maritime, and Department of Transportation regulatory requirements. This position requires a consultative compliance subject matter expert who can develop and deliver a programmatic approach to HR compliance – creating enterprise-wide frameworks, designing implementation roadmaps, and building sustainable governance models. You'll translate complex regulatory requirements into practical business solutions, providing expert guidance to stakeholders throughout the organization. Your collaborative approach will balance HR compliance imperatives with business objectives, positioning you as a trusted advisor who enables compliant business growth. This role demands exceptional Program Management leadership skills to coordinate cross-functional teams globally, strategic thinking to align talent programs with Blue Origin's mission, and the ability to influence at the executive level—positioning Blue Origin as the premier destination for aerospace talent and advancing humanity's journey to space. Your compliance expertise will drive cohesive HR compliance strategies from conception through implementation, ensuring seamless integration with existing business processes while meeting regulatory requirements.

Requirements

  • Bachelor's degree in human resources, Legal Studies, Business Administration, or related field; or equivalent practical experience.
  • 5+ years of progressive experience in HR compliance, employee relations, or HR operations.
  • Strong working knowledge of federal and state employment laws (i.e. FLSA, FMLA, ADA, EEO and wage/hour) and experience applying them in complex environments.
  • Experience with DOT, Maritime, or other transportation and safety-related compliance programs.
  • Proven success in developing and operationalizing HR compliance programs and policies
  • Demonstrated experience as a trusted advisor/consultant to business leaders on compliance matters.
  • Proven program management expertise with the ability to lead complex, cross-functional initiatives.
  • Experience building collaborative relationships with multiple stakeholders to achieve compliance objectives.
  • Strong analytical, organizational, and communication skills with attention to accuracy and detail.
  • Ability to navigate ambiguity and influence across multiple functions and business units.

Responsibilities

  • Serve as the recognized authority on HR compliance matters, providing expert guidance to all levels of the organization.
  • Operate as an internal consultant, helping business leaders understand compliance implications and develop practical solutions.
  • Translate complex regulatory requirements into actionable guidance for stakeholders throughout the organization.
  • Proactively identify emerging compliance risks and opportunities across the business.
  • Build and manage Blue Origin's HR compliance programs and policies, ensuring alignment with federal, state, and local regulations, as well as industry-specific standards.
  • Develop strategic roadmaps for compliance initiatives with clear maturity models and implementation pathways.
  • Lead the design, implementation, and monitoring of HR compliance frameworks including risk assessments, audits, reporting mechanisms, and continuous improvement programs.
  • Serve as the enterprise compliance anchor for all People Experience functions, providing guidance and oversight across HR Operations, Employee Relations, Labor Relations, and Total Rewards.
  • Ensure compliance with DOT, Maritime, ITAR, export control, and other regulatory requirements impacting Blue Origin's workforce.
  • Partner with Legal, Security, and HR leadership to mitigate compliance risks and strengthen governance across HR policies and processes.
  • Draft, maintain, and operationalize company-wide HR policies, ensuring alignment with evolving employment laws and internal standards.
  • Build, maintain, and leverage a network of strategic stakeholder relationships across the organization to ensure compliance program success.
  • Lead cross-functional working groups to implement compliant processes across multiple business units and geographic locations.
  • Design and implement governance structures including steering committees, advisory boards, and escalation pathways.
  • Facilitate executive-level conversations about compliance priorities, trade-offs, and resource allocation.
  • Create feedback mechanisms to continuously improve compliance programs based on business partner input.
  • Develop and deliver compliance training and education programs for leaders and HR teams, reinforcing a culture of accountability and compliance awareness.
  • Transform complex regulations into practical guidance that balances compliance requirements with business agility.
  • Create communication strategies to effectively cascade compliance requirements throughout the organization while building a positive compliance culture focused on enablement rather than restriction.
  • Stay abreast of regulatory changes and emerging compliance trends, proactively updating programs and policies to reflect new requirements.
  • Partner with HR systems and analytics teams to track metrics, identify trends, and provide data-driven insights into compliance health and risk areas.
  • Provide executive-level reporting on compliance status, risk mitigation actions, and program maturity across the People Experience organization.
