About The Position

Geosyntec Consultants is seeking a Senior Government Project Accountant for their offices in Lakewood, Greenwood Village, Colorado Springs, CO, Chicago, IL, or Oak Brook, IL, or other U.S. based offices. This role involves performing specialized accounting functions of moderate complexity, ensuring adherence to company policy, government cost accounting principles, and contractual obligations. Geosyntec is an international engineering and consulting firm focused on environmental, natural resources, and civil infrastructure projects, known for its technical leadership and client service. Requirements

  • Bachelors degree from an accredited college with a major in accounting or finance, or equivalent combination of experience and training.
  • At least five years of Government Accounting experience coordinating and administering the invoicing process for a professional services firm, preferably in an engineering environment.
  • Knowledge of job costing, contract file administration, and project revenue recognition.
  • Understanding of governmental programs billing and the Federal Acquisition Regulations (FAR).
  • Experience with SF1034/1035 forms and overhead price adjustments for cost type projects.
  • Working knowledge of Microsoft Office and proficiency in Excel.
  • Ability to read, analyze and interpret complex instructions, contracts, subcontract agreements, project documents, scopes of work, correspondence, and memoranda.
  • Ability to effectively write complex correspondence and memoranda.
  • Ability to effectively present information in one-on-one and group situations to senior branch executives, Project Managers, and other internal clients.
  • Ability to interact professionally and maintain cooperative professional relationships with management and colleagues.
  • Valid U.S. driver’s license and a satisfactory driving record for business travel.

Responsibilities

  • Perform contract administration for complex government projects, advising Project Managers on financial aspects and contract negotiations.
  • Generate and review pre-billing reports for accuracy, referencing contract details for rates, markups, and limitations.
  • Coordinate report distribution to Project Managers, correlating and attaching supporting documentation for invoices.
  • Prepare invoice packages, including draft and final invoices, and manage revenue recognition for assigned projects.
  • Assess and accurately calculate project revenue and cost, and perform cost analysis reports for management.
  • Adjust annual overhead fluctuations for governmental or Cost Plus Fixed Fee projects.
  • Record necessary adjustments in the accounting database based on Project Manager feedback.
  • Establish work breakdown structures, track actual hours, and produce cost estimates and estimates at completion.
  • Communicate with Project Managers and Directors regarding contract documents, change orders, and billing-related services.
  • Research unbilled issues to optimize billing for the period.
  • Assist Project Managers with weekly and monthly budget and effort analysis for client reporting.
  • Prepare proposal and project setups, follow up on client and subcontractor contracts, and review employee expense reports.
  • Prepare subcontractor bid/quote requests for proposals and projects.
  • Maintain subcontractor files and track associated invoices for timely processing and payment.
  • Monitor and track budgets in consultation with the Project Manager and prepare change orders.
  • Track purchases through purchase orders and subcontracts, verifying against budget and processing for payment.
  • Compile and distribute project financial data, including percent completions and financial reports, identifying variances for Project Manager attention.
  • Prepare Health and Safety plans for specific government projects and other client-required reports.
  • Prepare detailed schedule and cost tracking for timely senior review and client deliverables.
  • Serve as a liaison between departments, branches, subcontractors, agencies, staff, and clients on project matters.
  • Collect, prepare, and analyze data for Project Manager review, including cost/schedule variances, progress data, labor requirements, actual costs, and project earned value.
  • Track changes to project scope and bring issues to the Project Manager's attention.
  • Liaise with clients' accounts payable departments to ensure proper invoicing procedures and resolve payment delays.
  • Participate in change control management as directed.
  • Ensure compliance with DCAA regulations and Federal and State laws.
  • Participate in client meetings as needed.
  • Provide assistance and guidance to Project Managers by interpreting contractual, FAR, and unique procurement regulations.
  • Assist with Representations and Certifications (Reps and Certs).
  • Track small business usage by project.
  • Participate in General Services Administration (GSA) audits and track quarterly payments.
  • Maintain Prime Contracts for Government clients.
  • Perform other related work as instructed by the Director of Federal Programs.
  • Manage personnel to support branch accounting functions for Government and Commercial clients.
