About The Position

Primoris Power Delivery, with over 70 years of operating experience, offers comprehensive services including engineering and design, installation and maintenance, material and equipment procurement, and repair of electrical transmission, distribution, substation, wireless communication, and storm restoration. Our expertise spans from small engineering projects to large-scale turn-key distribution, substation, and transmission line programs. Edison Power Constructors has an immediate opening for a Senior Estimating Specialist in Fairfield, CA. The Senior Estimator is a seasoned professional responsible for developing accurate and detailed cost estimates for complex substation construction projects. This role requires strong technical proficiency in civil and electrical disciplines, leadership, and collaboration across departments to ensure estimates align with project goals and organizational objectives, and client interactions. This division provides construction and maintenance services to the electrical utility industry, including Investor Owned, Electric Cooperatives, and Municipal Electric Providers. Primary services include Overhead and Underground Electrical Distribution construction and maintenance, with additional offerings in light Transmission services, Street Light Maintenance, civil construction for electrical infrastructure, and targeted EPC services. The division also engages in significant storm restoration activities across the central and eastern US.

Requirements

  • 5+ years of estimating experience in Substations and clients on the west coast.
  • B2W Estimating software experience, (minimum 4-year required).
  • Proficiency in B2W, Excel, Microsoft Project, and Power Point.
  • Strong understanding of construction means and methods for substations (Electrical and civil).
  • Excellent communication and organizational skills with internal and external stakeholders.
  • Proven ability to establish, develop, and maintain subcontractor and client relationships.

  • Experience with EPC a plus.

Responsibilities

  • Lead the development of detailed cost estimates using B2W software.
  • Utilizing Item Price + WBS “Hybrid” estimating.
  • Analyze and understand project scope, drawings, specifications, and RFP documentation to determine labor, material, equipment, and subcontractor costs.
  • Engage subcontractors early in the pursuit process, issue RFPs, and evaluate proposals using Best Value templates.
  • Collaborate with scheduling leads and operations to define milestone dates, critical path, construction durations, and float, contributing to a functional schedule.
  • Maintain rigorous document control practices across pursuit folders, including estimate files, subcontractor quotes, and review documentation.
  • Conduct and actively participate in constructability reviews to evaluate project feasibility and execution strategies.
  • Engage in quality assurance reviews to validate the accuracy, completeness, and reliability of estimates.
  • Perform comprehensive risk analysis by identifying known and potential project risks, and maintain a detailed risk registry to document consequences, probabilities, mitigation strategies, and budget impacts, including targeted contingency planning.
  • Mentor junior estimators and contribute to continuous improvement initiatives.
