About The Position

SpaceX is hiring a senior environmental regulatory engineer for its Regulatory team, based onsite at Starbase, Texas; Bastrop, Texas; or Pecan Island, Louisiana. The role leads air permitting in Texas and Louisiana for power generation and rocket propulsion programs, from determining applicability through permit issuance by TCEQ and LDEQ. Power generation work includes onsite plants serving a large, steady electric load, often built in phases as demand grows. The position covers Prevention of Significant Deterioration and other New Source Review permits, Title V operating permits, minor and synthetic minor permits, Texas standard permits, and Permits by Rule. The engineer will develop the technical records and permitting strategies required for complex industrial projects, advise engineering and operations teams, and represent SpaceX before regulatory agencies. Remote work is not considered. The role requires about 20% travel and willingness to work extended hours and weekends as needed.

Requirements

  • Bachelor's degree in environmental or chemical engineering.
  • At least 7 years of experience identifying permitting needs and obtaining Title V, PSD, and other complex air permits for power generation or other industrial operations.
  • Must be willing to travel about 20% of the time, including for Louisiana permitting work.
  • Must be willing to work extended hours and weekends as needed.
  • Must meet ITAR eligibility requirements: be a U.S. citizen or national, U.S. lawful permanent resident, refugee under 8 U.S.C. § 1157, or asylee under 8 U.S.C. § 1158, or be eligible to obtain required U.S. Department of State authorizations.

Nice To Haves

  • Permitting experience in petrochemicals, high-tech, or oil and gas.
  • Hands-on air permitting for power generation, including projects that add generating capacity in phases.
  • Texas air permitting under 30 TAC Chapters 106, 116, and 122, or Louisiana air permitting under LAC 33:III; experience across more than one state is encouraged.
  • Professional Engineer license.
  • Working knowledge of NSPS and NESHAP/MACT standards applicable to power generation and dispersion modeling with AERMOD or an equivalent.
  • Experience with air permitting for rocket propulsion programs.
  • Clear writing and ability to present a permit strategy to engineers and operators.

Responsibilities

  • Lead air permitting in Texas and Louisiana for power generation and rocket propulsion programs.
  • Determine when permits or authorizations are required and prepare applications, amendments, and renewals, including PSD and other NSR, Title V, minor and synthetic minor permits, Texas standard permits, and Permits by Rule.
  • Develop supporting technical records, including emission inventories, vendor-data reviews, control-technology and BACT assessments, dispersion modeling, and demonstrations for NAAQS, NSPS, and NESHAP.
  • Advise engineering and operations teams early so permit strategy can inform equipment selection, operating limits, and schedules, including phased additions of generating capacity.
  • Represent SpaceX before TCEQ, LDEQ, and EPA on federal programs during application reviews, inspections, and negotiations of permit conditions.
  • Monitor Texas and Louisiana air-rule changes and translate them into actions for active projects.
  • Support environmental reviews for new projects and expansions in Texas and Louisiana on construction-driven schedules.
