About The Position

The Sr. Engineer position is responsible for directing the design of upgrades and state of good repair improvements for Amtrak’s infrastructure nationwide. This includes managing project design with internal staff as well as external architecture/engineering firms and consultants. Additionally, this position functions as the Structural and Civil Engineering Subject Matter Expert for bridge, culvert and retaining wall projects as well as review of 3rd party designs impacting the railroad, review of internal program designs that impact Amtrak’s infrastructure and when necessary to make field inspections to evaluate conditions to make engineering recommendations and design decisions. This involves collaboration and partnering with both internal and external stakeholders, including Amtrak’s project delivery, law, real estate, transportation, mechanical, and engineering departments, as well as local and state agencies, the FRA, and freight and commuter railroads, to develop and progress projects and programs to support new business initiatives, energy conservation projects, and state of good repair projects on a priority basis. This position will lead the design phase of individual projects (including scopes of work, budget, and schedule) by ensuring compliance with Amtrak design standards, Engineering Practices and federal / state / regional regulatory agency requirements. Projects result in capital renewal and improvement projects to maintain a State of Good Repair within Amtrak’s infrastructure including bridges, culverts, retaining walls and other miscellaneous structures that support railroad operations.

Requirements

  • Excellent verbal and written communication, organizational, collaborative and relationship building skills with demonstrated experience both within and outside an organization.
  • Must be able to initiate work from a bare problem statement and perform / manage all investigation, design, and contract packaging to drive toward an efficient result having minimal impact to railroad operations.
  • Must be self-motivated and able to work autonomously to identify, troubleshoot and develop solutions for project-specific challenges.
  • Experience in structural design, construction, and project management of infrastructure or industrial projects.
  • Experience in management and leadership of multi-disciplined design projects using outside engineering consulting firms.
  • Understanding of AREMA recommended practice as well as other applicable industry codes and standards (AISC, ACI, PCI, ASCE, IBC, etc.)
  • Demonstrated ability to multi-task and prioritize engineering assignments and projects.
  • Understanding of NEPA and environmental permitting requirements.
  • Proficient in CAD and Microsoft Office Software and structural and civil design software.
  • Bachelor’s Degree in civil engineering or equivalent combination of education, training and/or relevant experience.
  • Plus 6 years of relevant work experience.
  • Ability to obtain Professional Engineering License.
  • valid drivers license.

  • Licensed Professional Engineer (PE)
  • Prior work experience as an Owner’s Representative performing all phases of development including planning, scoping, budgeting, estimating, constructing, and project close-out in a fast-paced environment with projects ranging in size and complexity.
  • Prior work experience writing RFP’s, bidding, and contracting with (or as an employee of) architecture and engineering consulting firms.
  • understanding of both passenger and freight railroad operating environments.
  • Demonstrated experience working in a matrix organization.

Responsibilities

  • Lead the design of individual projects including scope development, schedule, budget, plans, and both prescriptive and performance specifications.
  • Perform on-site requirements gathering and scope definition assessments as part of design phase initiation.
  • Create and lead capital program projects designs to support new initiatives, for state of good repair projects.
  • Lead the review of multi-discipline engineering designs prepared by outside agencies, for projects to be constructed on Amtrak property, to ensure compliance with Amtrak and industry standards.
  • Provide technical support during construction and respond to submittals, RFI’s, and change order requests.
  • Self-perform design services on small design projects with limited oversight.
