Sr. Drug & Alcohol Program Manager

United Site Services•Meridian, ID

About The Position

The Senior Drug & Alcohol Program Manager leads United Site Services’ drug and alcohol testing program for its entire driver workforce, including CDL drivers subject to federal DOT/FMCSA regulations and non-CDL drivers covered by company policy. The role serves as or directly oversees the Designated Employer Representative (DER), ensuring the CDL program complies with 49 CFR Parts 40 and 382 while administering a comparable program for non-CDL drivers. The position oversees pre-employment, random, post-accident, reasonable suspicion, return-to-duty, follow-up, and client- or site-specific testing requirements, programs, and vendors. The manager coordinates testing, maintains compliant random selection pools and FMCSA Clearinghouse records, oversees vendors and testing partners, and responds to incidents. The role enforces policy, coordinates referrals to Substance Abuse Professionals or the Employee Assistance Program when applicable, tracks supervisor training, and maintains confidential, audit-ready records—including Management Information System documentation for each of the 11 USDOT numbers. The manager also develops and updates written policies, partners with HR, Safety, Legal, and Operations, manages client-site screening programs, and assists field personnel with policy interpretation and implementation. Other FMCSA compliance-related duties may be assigned. This position has no direct supervisory responsibilities.
