The Sr. Customs Brokerage Analyst will utilize all available resources, including the Section and Chapter Notes of the HTS, General Rules of Interpretation, previous rulings issued by U.S. Customs and Border Protection (CBP), Explanatory Notes, Informed Compliance Publications (ICPs), and client-furnished technical information to render tariff classifications under the HTS for Crane’s clients. This role involves determining if goods are subject to anti-dumping or countervailing duties (ADD/CVD) or entry reporting requirements under the jurisdiction of Participating Government Agencies (PGA). The analyst will also compose and submit binding ruling requests to CBP and possibly, scope ruling requests to U.S. International Trade Commission (USITC) on ADD/CVD matters. Ruling requests for CBP include both non-advocacy or advocacy rulings, and cover issues such as tariff classification, value, origin, marking, etc. Additionally, the analyst will determine if clients’ imported goods are eligible and qualify for preferential duty benefits under free trade agreements and special trade programs, perform analysis of ITRAC data, assist in the creation of import and export inventory pools for duty drawback entries, and consult clients on various import and international trade matters.
