About The Position

The Sr. Customs Brokerage Analyst will utilize all available resources, including the Section and Chapter Notes of the HTS, General Rules of Interpretation, previous rulings issued by U.S. Customs and Border Protection (CBP), Explanatory Notes, Informed Compliance Publications (ICPs), and client-furnished technical information to render tariff classifications under the HTS for Crane’s clients. This role involves determining if goods are subject to anti-dumping or countervailing duties (ADD/CVD) or entry reporting requirements under the jurisdiction of Participating Government Agencies (PGA). The analyst will also compose and submit binding ruling requests to CBP and possibly, scope ruling requests to U.S. International Trade Commission (USITC) on ADD/CVD matters. Ruling requests for CBP include both non-advocacy or advocacy rulings, and cover issues such as tariff classification, value, origin, marking, etc. Additionally, the analyst will determine if clients’ imported goods are eligible and qualify for preferential duty benefits under free trade agreements and special trade programs, perform analysis of ITRAC data, assist in the creation of import and export inventory pools for duty drawback entries, and consult clients on various import and international trade matters.

Requirements

  • Ability to perform research and make determinations in a fast-paced, quality-focused environment.
  • Sense of urgency and attention to detail are critical.
  • Strong organizational and time management skills.
  • Strong proficiency in classifying goods under the HTS.
  • Understanding of Title 19 Code of Federal Regulations.
  • Capable of typing 50 to 80 words per minute.
  • Be able to work in a fast-paced and dynamic work environment.
  • Possess strong client service skills.
  • Minimum 5 years’ experience in customs brokerage or regulatory compliance fields
  • Experienced in using MS Word, Excel, MS Access, MS Excel Pivot Table, or SQL

  • HTS classification strength with the oil and gas industry desirable.

Responsibilities

  • Utilize all available resources, including the Section and Chapter Notes of the HTS, General Rules of Interpretation, previous rulings issued by U.S. Customs and Border Protection (CBP), Explanatory Notes, Informed Compliance Publications (ICPs), and client-furnished technical information including specifications, pictures, diagrams, renderings, examples, etc. to render tariff classifications under the HTS for Crane’s clients.
  • Determine whether the goods are subject to anti-dumping or countervailing duties (ADD/CVD) or entry reporting requirements under the jurisdiction of Participating Government Agencies (PGA).
  • Compose and submit binding ruling requests to CBP and possibly, scope ruling requests to U.S. International Trade Commission (USITC) on ADD/CVD matters.
  • Determine whether clients’ imported goods are eligible and qualify for preferential duty benefits under free trade agreements and special trade programs, such as tariff change rules or regional value content.
  • Perform analysis of ITRAC data for clients and present findings.
  • Assist in the creation of import and export inventory pools for duty drawback entries, in addition to the preparation and submission of applications, waivers, entries and rulings.
  • Consult clients either transitionally or as part of projects on a variety of import and international trade matters, for example: country of origin marking, foreign import requirements, valuation, etc.
  • Perform data entry and draft opinion papers.
  • Maintain an organized work environment.
  • Effectively communicating import requirements to clients.
  • Clock hours in time management software for consulting engagements.
  • Achieve a monthly utilization rate of 80%.
  • Provide support to consulting team members.
  • Keep informed of latest news and developments impacting trade and regulatory compliance.
