About The Position

Hill International is seeking a Sr. Cost Specialist in Pomona, California. This role involves developing and maintaining project budgets, forecasts, and expenditure plans, performing detailed cost control analysis, and collaborating with stakeholders to support business decisions and manage project costs and schedules. The specialist will also support the implementation and reporting of the project portfolio and document scope and cost using applicable techniques and tools.

Requirements

  • A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduate.
  • 7+ years’ experience in cost controls/management
  • Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience required.
  • Experience using Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application.
  • Power BI experience required.
  • Must be local to Southern California

Nice To Haves

  • Finance, Accounting, or Mathematical background.
  • Utility construction experience preferred.

Responsibilities

  • Develop and maintain project budgets/baseline and expenditure plans for assigned major and/or multi-year project(s) and/or programs.
  • Develop the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources.
  • Perform detailed research, updates, and data gathering/analysis in areas of cost controls (e.g. budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis).
  • Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to major and/or multi-year project(s) and/or programs.
  • Support the implementation, analysis, and reporting of the project portfolio.
  • Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to document scope and cost.
  • Collaborate with and obtain data/information from various project stakeholders (e.g. project managers, functional managers, discipline leads, and team members) in a matrixed organizational structure.
  • Ability to communicate effectively, maintain positive working relationships, and exercise tact and diplomacy in dealing with multiple parties.
