About The Position

The Sr. Contract Specialist role at Bering Straits Professional Services, LLC (BSPS) involves managing and providing services for all phases of highly complex and visible acquisitions, particularly for construction and advisory services abroad. BSPS is an SBA-certified 8(a) contractor and ISO 9001 certified company. This position requires a deep understanding of contract management, from pre-solicitation to closeout, including market research, solicitation formulation, source selection, technical evaluations, price/cost analysis, negotiation, and award decisions. The specialist will manage non-commercial, highly-complex acquisitions, train others in various contract management functions, and ensure compliance with relevant standards and regulations.

Requirements

  • Bachelor’s Degree
  • 10 years combined experience in Business, Finance, Accounting and other Contract specialist related fields.
  • Experience teaching, coaching, and mentoring professionals on fragile states and transition topics.
  • Ability to solve problems and encourage consistent, solid performance.
  • Proficiency in qualitative and quantitative research methods.
  • English language (written and spoken) communications skills.
  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
  • Strong organizational, communication, interpersonal, and computer skills.
  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.
  • Must have Secret clearance.
  • Must pass a pre-employment drug screening.
  • Must have acceptable background check results.
  • Must be able to obtain and maintain the appropriate clearance levels required.
  • Must be able to obtain access to military installations.

Responsibilities

  • Manage and provide services on all phases (pre-solicitation, solicitation, pre-award, post-award, admin) of highly complex, highly visible acquisitions for construction and advisory services abroad.
  • Perform market research, hold site visits, and formulate solicitations.
  • Generate source selection and evaluation plans.
  • Manage technical evaluations.
  • Lead price/cost analysis and negotiation.
  • Prepare contract documents and execute award decisions.
  • Manage cradle-to-grave, non-commercial, and highly-complex acquisitions for construction and trainings services abroad.
  • Train others to lead site visits and manage technical evaluations.
  • Independently formulate solicitations and generate source selection and evaluation plans.
  • Train others to conduct cost/price analysis.
  • Oversee post-award conferences.
  • Conduct government furnished property inventories.
  • Award time and materials contracts.
  • Hold contract reviews at posts world-wide.
  • Conduct contract closeouts.
  • Evaluate cost estimates and financial plans for procurement requests and contract proposals to provide adequate justification and consistency with approved program budgets and goals.
  • Train peers in cost analysis techniques.
  • Monitor and provide guidance regarding contract obligations, liquidations, claims, and the impact of contract changes on these items.
  • Train others to monitor obligations, liquidations, and claims.
  • Assess adequacy of contractors’ accounting systems to ensure compliance with Department and DCAA standards.
  • Assess adequacy of price proposals to ensure compliance with the FAR.
  • Lead indirect cost and rate management.
