About The Position

Amtrak is undertaking a significant, multi-billion dollar transformation of New York Penn Station through a public-private partnership, supported by the USDOT and the Federal Railroad Administration. The Sr Construction Specialist will be instrumental in overseeing and managing construction projects from their initial stages through to completion. This role involves close collaboration with program and project managers, production managers, division leadership, engineers, architects, contractors, subcontractors, and third parties to ensure projects are delivered efficiently, meeting all scope, schedule, cost, quality, and safety requirements as per contractual obligations.

Requirements

  • Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree
  • 3 years relevant experience required.
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
  • Demonstrated ability to manage multiple priorities under tight constraints.
  • Ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.
  • Possess strategic and tactical skills required for planning and executing complex project work.
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Strong Safety Focus.
  • Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g., Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
  • Excellent written and verbal communication skills.
  • Ability to work effectively with internal and external stakeholders.
  • Meet expectations on attendance and punctuality
  • Valid driver’s license

Nice To Haves

  • Bachelor’s degree in Construction Management or related field preferred.
  • 6 years of relevant experience preferred.
  • Certified Construction Management (CCM) or Project Management Professional (PMP) certification
  • Demonstrated construction experience.

Responsibilities

  • Support capital construction efforts by providing technical assistance to contractors, force account, and supervision, and ensuring projects meet scope, schedule, cost, quality, and safety requirements. Initiate actions to ensure projects are built according to the scope of work.
  • Collaborate with contractors, force account, and supervision, under the direction of the Capital Construction Manager and in conjunction with Sr Engineers, to ensure projects adhere to agreed-upon scope, costs, and schedules.
  • Evaluate, select, and apply standard construction engineering techniques, procedures, and criteria, utilizing sound engineering judgment for decision-making.
  • Communicate effectively with diverse audiences including management, colleagues, clients, vendors, contractors, and visitors. Apply knowledge of relevant local, state, and federal statutes and guidelines.
  • Review potential change requests from the field with the Program/Project Manager and prepare potential change notices with justification for submission.
  • Assist and/or lead in coordinating and ensuring adherence to Site Specific Safety Work Plans with Contractors and Amtrak Personnel.
  • Coordinate applicable track and ET outages and prepare outage plans.
  • Interact with Amtrak personnel leadership for resource planning.
  • Conduct project site visits to assess feasibility, define scope requirements, and identify potential challenges.
  • Coordinate the work of contractors, including engineers, technicians, and other personnel involved in specific project activities.
  • Monitor and report on production metrics and units to provide data for project goals.
  • Maintain knowledge of requirements for applicable codes and standards on projects.
  • Participate in coordinating the completion of construction activities.
  • Provide weekly construction status updates to the project manager, including any issues encountered, and formal monthly project status reports to the Program Manager detailing costs, schedules, production units, and status changes.
  • Coordinate the preparation and revision of technical work procedures consistent with project design and construction requirements.
  • Analyze and recommend solutions for problems of varying complexity in line with CAPD, Amtrak, and/or project objectives.
  • Organize and prioritize projects and tasks effectively, setting priorities and meeting deadlines.
  • Attend progress meetings and report on project status.
  • Perform other duties as assigned.
