About The Position

The Senior Budget & Management Analyst provides customers with the support and analysis they need to ask better questions that lead to better answers that build a better community. This position works with internal and external stakeholders to ensure they have the operational, financial, and performance insight and resources they need to achieve their goals. The position has more complex departmental assignments and broader county-wide assignments than the Budget & Management Analyst position.

Requirements

  • Bachelor's degree from an accredited college or university in Public Administration, Accounting, Business Administration, Economics or a field related to one of the County's services and four years of experience in budget development, strategic planning, program/process analysis and/or evaluation
  • OR Associates Degree in Public Administration, Accounting, Business Administration, Economics or a field related to one of the County's services and six years of experience in budget development, strategic planning, program/process analysis and/or evaluation
  • OR High School diploma and eight years of experience in budget development, strategic planning, program/process analysis and/or evaluation.
  • Must have detailed knowledge of business processes of governmental operations.

Nice To Haves

  • A master’s degree in public administration, Business Administration, Finance, Accounting, Economics, or a closely related field is preferred, but not required.

Responsibilities

  • Assesses, reviews, and analyzes assigned departmental budget requests and develops recommendations regarding funding levels based on objective analysis and established policy criteria.
  • Coordinates assigned departmental processes and initiatives, including management and evaluation efforts, multi-year financial planning, and components of the annual budget development process.
  • Regularly reviews departmental expenditure and revenue collection patterns to identify potential financial problems and recommends corrective action.
  • Assists in the development of long-range expenditure and revenue forecasts, including the Capital Improvement Program (CIP), to support long-term financial planning and policy development.
  • Reviews, analyzes, and makes recommendations on the fiscal and programmatic impact of operational and service initiatives.
  • Evaluates county programs and services to determine efficiency and effectiveness and to assess the achievement of established goals and objectives.
  • Assists in the development and evaluation of benchmarking, performance measures, and strategic planning initiatives to support outcome-based budgeting and organizational performance.
  • Conducts special management studies as assigned and presents findings and recommendations.
  • Assists departments in preparing requests for proposals and contracts and helps to evaluate consultant qualification and compliance with identified specifications.
  • Reviews and analyzes new and proposed legislation to assess its fiscal and operational impact on County departments, programs, and services.
  • Assists and coordinates as needed the work of other analysts and employees in the completion of assigned duties and tasks.
  • Assists in the administration and support of budget and financial management systems, including system administration, troubleshooting, report development, data analysis, and implementation of process improvement initiatives.
  • Prepares and presents financial, operational, and policy analyses and recommendations to County leadership, elected officials, departments, and other stakeholders.
  • Performs other duties and responsibilities as assigned.
