About The Position

Join the Amtrak Office of Inspector General (OIG) to help make America’s railroad operate more efficiently and effectively. The OIG provides independent oversight of Amtrak’s programs and operations, working to prevent and detect fraud, waste, and abuse by Amtrak employees, contractors, or vendors. This work improves Amtrak's efficiency and effectiveness and informs decision-making by Amtrak’s Board of Directors, Amtrak management, and Congress. The team is diverse, employing auditors, special agents, analysts, forensic examiners, lawyers, and support staff to complete its mission. The goal is to build a model OIG centered on independence, teamwork, diversity, work-life balance, and oversight that makes a difference.

Requirements

  • Bachelor’s Degree in Business, Accounting, Finance, Public Administration, Economics or other field, or equivalent combination of education, training and work experience.
  • Minimum of 1 year relevant experience for Sr. Auditor or 3 years relevant experience for Sr. Audit Lead, including conducting performance audits/analyses of programs and operations.
  • Good analytical abilities.
  • Good written and verbal communication skills.
  • Ability to work independently as well as in a team environment with minimal supervision.
  • Ability to establish effective working relationships with auditee’s management.
  • Proficient in the Microsoft Office Suite.
  • Ability to maintain composure in stressful situations and maintain confidentiality of sensitive information.
  • Ability to multi-task with attention to detail.
  • Experience using Teammate or similar audit work paper management systems.
  • Understands and has the ability to apply GAGAS.

Nice To Haves

  • Master’s Degree in Business Management, Public Administration, Public Policy, Economics or related field.
  • Familiarity with the accountability community (e.g., OIG, GAO).
  • Professional certification (e.g., CPA, CIA, CISA, CFE).

Responsibilities

  • Conduct independent, objective GAGAS-compliant performance or financial audits, assessing the economy, efficiency, and effectiveness of Amtrak programs and operations, adequacy of internal controls, and compliance with laws, regulations, policies, contracts, grants, or leading practices.
  • Perform audit design, data collection and analysis, message development, and drafting of segments of audit products.
  • Assist junior team members and serve as a technical expert for less experienced members.
  • Assist the Audit Manager in planning new audit engagements.
  • Develop audit programs for assigned areas that address audit objectives and provide a clear path for developing convincing findings and actionable recommendations.
  • Function as a team leader in data collection and analysis, ensuring evidence collected is reliable, sufficient, relevant, and properly documented in work papers, complying with GAGAS and Amtrak OIG policies and procedures.
  • Develop well-supported findings.
  • Integrate the results of team members' work and analyses into findings, conclusions, and actionable recommendations for audit reports, briefings, and other products.
  • Draft products such as briefings, message outlines, meeting documents, reports, testimonies, and fact sheets, ensuring clarity, accuracy, and completeness.
  • Keep Audit management informed of project progress and potential issues affecting timely completion, handling many issues personally and escalating only those requiring management attention.
  • Help the Audit Manager provide coaching and guidance to junior members for professional development.
  • Develop productive working relationships with internal and external parties, fostering teamwork, collaboration, and coordination.
  • Contribute ideas and time to initiatives aimed at improving audit processes, staff development, the office environment, and other key areas.
