About The Position

Performs advanced data quality, validation, and analytical work to support assessment data used for statutory reporting, budgeting, and revenue purposes. Uses independent judgment and technical expertise to identify complex data issues and trends across multiple systems. Serves as a subject matter expert, provides guidance to analysts, and may lead specialized functions or initiatives (e.g., appeals, document management, property appraisal). Work requires minimal supervision and a high level of accuracy, problem-solving, and collaboration.

Requirements

  • Minimum of four years of quality control or data analytics/validation
  • Bachelor's degree in Business Administration, Public Administration or a related field
  • Combination of relevant education and relevant experience accepted
  • Proficient in various computer applications including Microsoft Office Suite
  • Excellent Microsoft Excel knowledge

  • Experience working with assessment, regulatory, or revenue-related data.
  • Advanced proficiency with spreadsheet or data analysis tools.
  • Professional certification(s) relevant to data, analytics, or assessment functions.

Responsibilities

  • Performs advanced data quality, validation, and analytical review of property tax appeal data across assigned systems and workflows.
  • Receives, reviews, and processes property tax appeals to ensure information is accurate, complete, and processed in accordance with established deadlines, procedures, and statutory requirements.
  • Reviews appeal submissions and supporting documentation for completeness and accuracy and identifies discrepancies requiring correction or additional information.
  • Maintains and updates appeal records, statuses, documentation, and related information within the County’s appeal and document management systems.
  • Supports the Board of Equalization and Review (BER) hearing process, including preparation and organization of appeal documentation, hearing materials, notices, and electronic records.
  • Assists with the scheduling, tracking, and monitoring of appeals to ensure appeals move through the process timely and accurately.
  • Reviews appeal-related data and reports to identify trends, discrepancies, processing issues, and potential quality-control concerns.
  • Conducts research and analyzes appeal information across multiple systems to resolve discrepancies and determine appropriate action within established guidelines.
  • Serves as a technical resource to staff regarding appeal procedures, systems, documentation requirements, and established workflows.
  • Assists with the preparation, review, and validation of appeal-related reports, statistics, production numbers, and operational data for management and other stakeholders.
  • Participates in system testing, validation, and implementation of enhancements to appeal, assessment, and document management systems.
  • Identifies opportunities to improve appeal workflows, reduce errors, increase efficiency, and improve the quality and accessibility of appeal-related information.
  • Provide assistance and information to taxpayers, tax representatives, County staff, and other stakeholders regarding the appeal process and related requirements.
  • Documents findings, procedures, process changes, and corrective actions in accordance with departmental standards.
  • Assist supervisors and management with complex appeal issues, research, reporting, and data analysis as needed.
  • Leads or supports specialized assignments and initiatives related to appeals, BER operations, data validation, document management, and process improvement.
