About The Position

The Veterans Affairs Pittsburgh Healthcare System (VAPHS) is seeking a CM - Senior Architect or Engineer (CM-SA/E) to provide comprehensive construction management support for Electronic Health Record Modernization (EHRM) infrastructure upgrades. This role spans from pre-design through construction, offering professional and technical consultative assistance for operations, renovation, and new construction programs. The CM-SA/E will support the Contracting Officer and Representative in project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, cost control, and overall oversight of design and construction projects.

Requirements

  • Licensed professional.
  • Bachelor of Architecture from an accredited school of higher education.
  • Minimum of 6 years of experience in both design and construction with a focus on medical facilities.
  • Ability to quickly understand and master the requirements of local state and federal jurisdictions.
  • Knowledge of Construction Contract Documents, including Front End and Technical Specifications and Drawings.
  • Skillset and working knowledge of engineering services, building codes, budgeting, and scheduling.
  • Communication, Language, and Software Skills.
  • Ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.

Responsibilities

  • Provide construction management support from pre-design through construction.
  • Offer professional and technical consultative assistance related to operations, renovation, and new construction programs.
  • Assist the Contracting Officer and Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of design and construction projects.
  • Develop project schedules to effectively plan and report on project status.
  • Coordinate with initial planning efforts, conduct site studies, market analysis, site investigations, and site surveys.
  • Prepare budgets and cost estimates, preliminary schedules, and perform cost modeling and analysis.
  • Conduct or participate in value engineering workshops and analyze value engineering proposals.
  • Conduct market analysis based on project size and scope and provide findings on market conditions.
  • Analyze the constructability of proposed projects and their impact on facility operations.
  • Monitor project financial data and budgetary cost accounting.
  • Administer construction contract change orders, including preparing cost estimates, reviewing cost proposals, and preparing change order packages.
  • Maintain a current project schedule, coordinate with the general contractor, and compare project progress against schedules.
  • Conduct or attend project meetings to review and monitor projects and schedules.
  • Review construction contractor payment requirements and assist in payment processing.
  • Keep thorough records of occurrences, contracts, and other construction-related matters to assist in conflict resolution.
  • Monitor the services of independent testing agencies/laboratories for quality control testing and inspection.
  • Provide expertise for start-up, calibration, and certification of facility or operating systems.
  • Maintain marked-up sets of project plans and specifications for as-built drawings.
  • Perform routine inspections of construction, identify non-conforming work, and notify relevant parties for correction.
  • Compile lists of defects and omissions for contractor correction.
  • Assist in relocation efforts.
  • Review Submittals, Request for Information (RFIs) and Responses.
  • Maintain Daily Logs of Activity.
  • Coordinate Owner-supplied equipment.
  • Manage Operational and Maintenance (O&M) data.
  • Oversee Closeout Submittals.
