About The Position

The intent of this contract is to expand the VA’s capabilities for contract management oversight of projects and project support services. The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across VAPHS Pittsburgh-University Drive 4100 Allequippa Street Pittsburgh, PA 15240.

Requirements

Licensed professional
Bachelor of Architecture from an accredited school of higher education
Minimum of 6 years of experience in both design and construction with a focus on medical facilities
Ability to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each considering the Requirements of the Project
Knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements
Skillset and working knowledge of engineering services, building codes, budgeting and scheduling
Communication skills
Language skills
Software skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy

Responsibilities

Provide construction management support, from pre-design through construction.
Provide professional and technical consultative assistance related to operations, renovation, and new construction programs.
Assist the Contracting Officer and the Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of design and construction projects.
Develop project schedules to effectively plan for and report on the status of the project.
Coordinate with initial planning efforts; conduct site studies, market analysis, site investigations, and site surveys.
Prepare budgets and cost estimates, preliminary schedules, and perform cost modeling and analysis.
Conduct or participate in value engineering workshops and analysis of value engineering proposals.
Conduct market analysis based on the size and scope of the project and provide findings of market conditions.
Analyze the constructability of the proposed project in terms of impacts to facility operations.
Monitor and review budgetary cost accounting.
Administer construction contract change orders.
Maintain spreadsheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc.
Assist in the documentation of the administration of construction contract change orders (preparing cost estimates, reviewing cost proposals, preparing change order packages for the Contracting Officer).
Prepare and maintain daily diaries for project activities noting events affecting construction.
Maintain a current project schedule, coordinate with the general contractor, and compare project progress against the Contractor (CM) schedule and the general contractor’s schedule.
Address all schedule slippages to the Resident Engineer and make recommendations for adjustments in the project.
Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules.
Review construction contractor payment requirements (including preparation of necessary forms for payment processing by VA).
Keep thorough records of occurrences, contracts, and other construction-related matters of the project to assist the VA in conflict resolution.
Perform scheduling, conduct, and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
Monitor the services of an independent testing agency/laboratory to perform project-specific quality control testing and inspection services.
Provide professional and technical expertise for start-up, calibration, and/or certification of a facility or operating systems within the facility.
Provide any level of commissioning need from total support to specialty services.
Maintain marked-up sets of project plans and specifications for future as-built drawings.
Perform routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirements, and notifying the VA and general contractor when work requires correction.
Compile thorough site inspections and lists of defects and omissions related to the work performed and provide these lists to the contractor for correction.
Assist in relocation efforts.
Review Submittals.
Review and respond to Requests for Information.
Maintain Daily Logs of Activity.
Coordinate Owner-supplied equipment.
Manage Operational and Maintenance data.
Manage Closeout Submittals and other services as may be required by the VA.
