About The Position

Provide strategic financial analysis, advice and corporate oversight related to Reserve and Reserve Fund management, Capital Planning and long-range financial planning. Support informed decision making and advice through financial modelling, funding strategies, forecasting and corporate report review through the various cycles in the fiscal year. This role follows a hybrid work model, requiring employees to be onsite in the office 3 days per week and allowing remote work for the remaining days. Specific in-office days may be set by the team or department to support collaboration and business needs.

Requirements

  • A professional accounting designation (CPA, ACCA, or equivalent) and/or post-secondary degree in Business, Commerce, Finance, Economics, Accounting or related field.
  • Minimum of five years of relevant experience in a finance or budgeting environment with emphasis on financial and strategic planning, reporting, analysis and forecasting.
  • Excellent communication and analytical skills.
  • Ability to work effectively both independently and in a team environment.
  • Intermediate/advanced knowledge of and ability to work with SAP, Excel, Word and PowerPoint.

Nice To Haves

  • Municipal experience is preferred.
  • Experience with Power BI, and Questica's Team Budget would be an asset.

Responsibilities

  • Develop data models as tools that make quantitative estimates and predict financial outcomes and impacts, as well as long range financial plans.
  • Review and analyse the development of annual budget and long term financial forecast providing advice and recommendations to the organisation, LT, and Capital Steering Committee ensuring informed decision making takes place.
  • Manage the use of City’s Reserve and Reserve Funds and funding transfers, and ensure compliance with Budget Control bylaw & Reserve and Reserve Fund bylaw.
  • Identifying debt-funded projects according to Debt Management policy and preparing related bylaw.
  • Develop and maintain Reserve and Reserve Fund governance frameworks, policies, procedures and long-term sustainability strategies.
  • Prepare monthly and year end SAP GL entries, reconciliations, and financial statement schedules and support the annual external audit process.
  • Prepare and present financial analysis, recommendations, briefing materials and decision-support information for senior leadership team.
  • External Reporting related to grants funding, such as Gas Tax, CCBF, ICIP etc.
  • Review Corporate Reports for financial implications and recommendations.
  • Provide subject-matter expertise and guidance to departmental finance teams and other stakeholders on reserves, reserve funds, capital financing and related policies.
  • Lead the maintenance and enhancement of the City’s Long-Range Financial Plan (LRFP Strategy), including financial sustainability analysis, scenario modelling and identification of emerging fiscal risks.
  • Develop and recommend strategic funding strategies for the City’s capital program, including the use and sustainability of reserves, reserve funds, debt and other financing sources.
  • Participate in special projects/reporting providing solutions to meet financial challenges, such as revenue maximisation and cost containment.
  • Perform other duties as assigned.
