About The Position

We are seeking a Senior Administrative HR Specialist to join our team. The candidate shall provide US Navy Human Resource (HR) administration services to the ONR Global Personnel Office/N1 Department Head. This position shall perform administrative actions to enable the consistent and compliant transition of all ONR Global personnel (i.e., S&T and Mission Support) into and out of the Command’s domestic and international office locations. The Administrative HR Specialist, Senior will accept tasking, and task prioritization, from the ONR Global Human Resource Officer/N1. This is a contingent position.

Requirements

  • Bachelor’s Degree from an accredited college or university and 10+ years of experience in US Government Human Resource Management or have 20+ years of experience in US Government Human Resource Management.
  • Demonstrated HR proficiency in US Government personnel administration by managing customer requirements across a broad range of tasks including supporting personnel recruiting and selection, supporting the onboarding logistics of newly reported personnel, briefing preparation, conference and meeting planning and staffing (to include video-teleconference arrangements), and supporting resolution of administrative, logistical and financial HR issues.
  • Working knowledge of the Naval Research & Development Establishment (NR&DE).
  • Experience in US Navy specific Human Resource Management.
  • Must be a U.S. Citizen.
  • Able to obtain and maintain a security clearance.

Responsibilities

  • Identify and track ONR Global billets/positions that will reach the “End of Tour” or mandatory rotation date, to include unscheduled ad hoc billet/position changes; and inform the ONR Global HR Department Head and ONR Global Executive Officer in writing, via email, 90 days prior to the End of Tour or Rotation Date for all impending vacancies in all ONR Global office locations.
  • Complete the administrative HR actions required to assist and ensure that employees are brought into and out of the Command with an administratively accurate, correct, and compliant personnel profile. These actions include, but are not limited to: Capture personnel transition actions between selectees, supervisors, home activity personnel, HRO personnel, overseas personnel, as well and selectee sponsor and mentor and notify ONR Global HR stakeholders via email (within 24 hours of notification).
  • Complete non-inherently governmental administrative HR actions required to transition employees into and out of the Command.(Inherently governmental function means, as a matter of policy, a function that is so intimately related to the public interest as to mandate performance by Government employees.)
  • Draft and facilitate the issuance of “Welcome Aboard” letters for all selectees and assist selectees with all other required information as part of the onboarding process, depending on their status (e.g., core, detail, military, contractor, etc.).
  • Perform an annual update of all ONR Global “Welcome Aboard” packages to ensure they contain the most current information for new staff.
  • Provide off-boarding paperwork and instructions to the outgoing ONR Global personnel and their supervisor for completion at least 2 months prior to departure.
  • Collect and consolidate completed off-boarding paperwork, file, and update associated data within the N1.
  • Plan, coordinate, and facilitate the execution of Annual Working Group meetings to update and validate ONR Global’s plan to recruit employees that are fully compliant with the Requirements Document (RD) for the vacant positions in the upcoming Fiscal Year.
  • Solicit annual updates from Government Program managers and make the appropriate changes to the USA Jobs template/baseline solicitation for available/opening ONR Global positions.
