About The Position

The North Carolina Early Intervention Branch (NCEI) is part of the N.C. Division of Public Health and serves as the lead agency for the N.C. Infant-Toddler Program (ITP). The ITP provides supports and services for families and their children, from birth to three years old, who have special needs. This position is crucial for making a positive difference in a child's development and learning during a critical period. The role involves providing speech/language therapy evaluations and treatment, conducting developmental evaluations to determine eligibility for the ITP, and assessing child and family needs for early intervention supports and services, including assistive technology. This position is based in Burke County and operates as part of a multidisciplinary team at the Morganton/Hickory Children’s Developmental Services Agency (CDSA). The CDSA is a local lead agency for the ITP, a federally mandated program under Part C of the Individuals with Disabilities Education Act (IDEA), serving children birth to 3 with or at risk for developmental disabilities, and their families. The CDSA is the primary entry point for referrals, responsible for interdisciplinary developmental evaluation, eligibility determination, service coordination, and consultation to service providers.

Requirements

  • Master's Degree in Speech-Language Pathology
  • North Carolina Speech-Language Pathology License
  • Valid Driver's License
  • Ability to administer and interpret diagnostic tests (Bayley-4 & DAYC)
  • Ability to maintain accurate documentation, including evaluation reports, and treatment records, to meet federal and state documentation and timeline requirements.
  • Ability to communicate effectively in oral and written form.
  • Ability to gain the confidence of families, caregivers, and team members and work collaboratively to achieve optimal outcomes.
  • Ability to participate effectively in interdisciplinary evaluations
  • Ability to operate a computer and mobile devices for documentation and communication.
  • Ability to drive and maintain a valid driver's license for field-based service delivery.

Nice To Haves

  • Working knowledge of agency goals, early intervention practices, and available referral resources.
  • Knowledge of speech-language pathology theory, techniques, principles, and procedures.
  • Knowledge of communicative disorders common in the population served (birth–3).

Responsibilities

  • Provide speech/language therapy evaluations and treatment.
  • Conduct developmental evaluations of birth to 3-year-old children to determine eligibility for the Infant-Toddler Program.
  • Assess child and family needs for early intervention supports and services, including evaluation for appropriate assistive technology.
  • Participate as a member of a multidisciplinary team.
  • Administer and interpret diagnostic tests to determine the range, nature, and degree of communication skills.
  • Maintain accurate documentation, including evaluation reports and treatment records, to meet federal and state documentation and timeline requirements.
  • Travel to homes, childcare centers, and community settings to provide services.
  • Sit, stand, bend, reach, and move about in a variety of environments, including floor-level interaction with infants and toddlers.
  • Lift and carry materials and equipment up to 20-25 pounds.
  • Observe, assess, and interact with children in natural environments, which may require getting on the floor, kneeling, or positioning oneself at a child's level.
  • Communicate effectively in person, by phone, and in writing.
  • Operate a computer and mobile devices for documentation and communication.
  • Drive and maintain a valid driver's license for field-based service delivery.
