About The Position

This opportunity resides with Warfare Systems (WS), a business group within HII’s Mission Technologies division. Warfare Systems comprises cyber and mission IT; electronic warfare; and C5ISR systems. HII works within our nation’s intelligence and cyber operations communities to defend our interests in cyberspace and anticipate emerging threats. Our capabilities in cybersecurity, network architecture, reverse engineering, software and hardware development uniquely enable us to support sensitive missions for the U.S. military and federal agency partners. HII Mission Technologies is seeking an experienced RF Engineer to support the Department of Navy Chief Information Office (DON CIO) by driving national and international spectrum regulatory strategy. This role is not focused on routine International Telecommunication Union (ITU) filings; rather, it requires a candidate capable of applying deep technical knowledge of RF systems to influence emerging rules, policies, and international regulations in ways that advance U.S. Government objectives at ITU Working Party (WP) meetings and ultimately at the World Radiocommunication Conference (WRC). The ideal candidate will be comfortable writing highly technical and politically sensitive documents, defending U.S. positions in domestic and international forums—ultimately shaping the regulatory landscape for current and future RF systems. Requirements

  • RF Engineer 2 - 2 years relevant experience with Bachelors in related field; 0 years experience with Masters in related field; or High School Diploma or equivalent and 6 years relevant experience.
  • RF Engineer 3 - 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in realted field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • RF Engineer 4 - 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in realted field; or High School Diploma or equivalent and 13 years relevant experience.
  • Strong knowledge of RF communication systems, including link budgets and radio frequency theory.
  • Familiarity with national and international spectrum policy environments, as well as regulatory, registration, and coordination processes.
  • Working knowledge of ITU Radio Regulations and applicable U.S. regulatory frameworks.
  • Highly analytical, with strong attention to detail and a demonstrated ability to solve complex, multi disciplinary problems.
  • Excellent communication and organizational skills, with the ability to produce clear, persuasive written products for both technical and policy audiences.

Nice To Haves

  • Experience using RF communications analysis tools such as Visualyze.
  • Basic understanding of analysis processes, modeling methodologies, and engineering review practices.
  • Prior experience drafting national or international regulatory contributions, technical briefs, or policy papers.

Responsibilities

  • Participate in U.S. and international ITU activities and preparatory meetings leading up to the next World Radiocommunication Conference (WRC).
  • Develop, draft, and edit U.S. technical and policy contributions, ensuring they accurately represent Government priorities and can withstand rigorous domestic and international scrutiny.
  • Provide subject matter expertise to program offices by translating system requirements into regulatory positions that promote compliant and advantageous RF system operations.
  • Produce written and oral reports clearly articulating technical rationale, regulatory considerations, and recommended courses of action.
  • Conduct and perform RF analyses to support regulatory positions, including evaluation of Navy systems, interference scenarios, spectrum usage, and orbital considerations.
  • Collaborate closely with program offices to understand current and future system concepts, ensuring regulatory approaches align with mission needs.
