About The Position

Systems Application & Technologies, Inc. (SA-TECH) is seeking a Spectrum Management Technician to support program efforts and success at the U.S. Army Dugway Proving Ground (DPG), a major DoD test facility. This role involves analyzing radio spectrum frequency requirements, managing the full lifecycle of frequency management, reviewing radio frequency applications, conducting field surveys, and serving as a liaison between organizations for spectrum requirements. The technician will ensure mission capability and compliance within DoD frequency assignments and maintain current knowledge of related directives and instructions.

Requirements

  • High School diploma or equivalent.
  • Specialized training from a DoD-approved School, or eight years of directly related electronics or communications experience or bachelor’s degree in electrical engineering or electronics.
  • Alternatively, an Associate’s degree or military training in a related field with a minimum of six years’ experience in Radio Frequency electronics, military RF Technician, or Spectrum Management experience (or 12 years related experience).
  • Specialized training includes completion of the Spectrum XXI DoD Training course and certification, or a DoD Spectrum Management Course (e.g., from Keesler AFB or Fort Gordon), as directed by the program.
  • Must be able to analyze radio spectrum frequency requirements and determine compatibility with other DPG, DoD, and tenant organizations.
  • Must be able to work with the DPG Government Spectrum Manager to ensure mission capability and compliance within the DoD frequency assignments.
  • Proficiency in the use of spectrum analyzers, spectrograms, and digital signal processors preferred.
  • Familiarity with Army Spectrum Management and DoD publications, is desirable.
  • Strong understanding of spectrum management principles, electromagnetic compatibility, frequency deconfliction, and the ability to operate independently while contributing to a collaborative team environment.
  • Excellent verbal and written communication skills - sufficient to provide technical solutions and guidance clearly.
  • Must be able to and willing to work overtime, varying hours, weekends, holidays, and potentially on-call or shift work as needed to support test missions, sometimes on short notice.
  • Must be adaptable, flexible, punctual, dependable, and able to deliver quality support to customers while maintaining accurate records and adhering to procedures.

  • Current Driver’s License required; must be able to be insured through company’s vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
  • U.S. Citizenship required and you must have a U.S. DoD Secret Security Clearance prior to hire date and maintain this clearance throughout employment.
  • Must be able to pass a pre-employment drug screening and physical, as well as periodic retests.
  • All candidates will be required to pass background screening to include SSN, Driver’s Record, and a Criminal Background Investigation.

Responsibilities

  • Analyze radio spectrum frequency requirements and determine compatibility with other DPG, DoD, and tenant organizations.
  • Work with the DPG Government Spectrum Manager to ensure mission capability and compliance within the DoD frequency assignments.
  • Manage the full lifecycle of frequency management in support of testing and evaluation: submit, track, and process frequency requests and assignments while providing timely updates and guidance to requesters.
  • Review radio frequency applications for accuracy of technical and geographic information, appropriate band of operation as specified by the International Telecommunications Union (ITU) and National Tables of Frequency Allocations, adequacy of justification, compliance with Department of Defense (DoD)/Joint Chiefs of Staff (JCS) directives and Army regulations, and expected degree of electromagnetic compatibility with other equipment operating within radio interference range.
  • Research technical data and accurately generate frequency proposals using automated computer software; submit frequency proposals for approval in accordance with established guidelines and procedures.
  • Coordinate temporary frequencies for special events, military exercises, experimental and developmental testing, and normal day-to-day operations.
  • Conduct field surveys to monitor spectrum usage, identify interference, and actively mitigate conflicts through systems such as the Integrated Frequency Deconfliction System (IFDS).
  • Provide responsive support for RFI investigations, employing direction finding techniques and coordinating with multiple agencies as required.
  • Determine frequency selection for a wide variety of emitters (including combat net radios, radar systems, satellites, navigational aids, microwave links, Unmanned Aerial Vehicles, and other spectrum-dependent systems).
  • Serve as liaison between organizations (both fixed and visiting) in fulfilling spectrum requirements.
  • Provide advice, guidance, and assistance concerning authorized frequency usage and restrictions imposed by Army regulations and formal coordination.
  • Maintain current knowledge of all DoD directives and instructions related to Frequency Management and complete required DoD Spectrum Management Course training as directed.
