About The Position

HII's Mission Technologies is seeking a Spectrum Management Liaison at the national level to ensure cohesive and effective spectrum management interoperability support between the Department of Navy (DON) and the Federal Government. A successful applicant will have a background in spectrum management and RF wireless systems, and have a high level of familiarity with spectrum re-allocation and the National Telecommunications and Information Administration (NTIA) Advanced Wireless Services (AWS) National broadband plan. HII's expertise in wireless communication includes 50+ years of performing RF Engineering for DoD, government agencies, and commercially both in the US and overseas, analyzing, and formatting spectrum data, including frequency assignment, spectrum certification, LiDAR, and other geo-referenced data. Our Scientists and Engineers support diverse tasks such as spectrum forensics and deconfliction, testing for coverage amid urban clutter, and antenna site planning. HII's RESED team offers opportunities from projects supporting international satellite coordination in space to countering IEDs. Our work is increasingly important in a world that depends on well-coordinated, interference-free spectrum access. This is a hybrid positon with the ability to work at the Pentagon on a monthly and/or quarterly basis.

Requirements

  • 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
  • 9 years of experience work with RF Spectrum capabilities.
  • Knowledge of Communication systems (to include link budgets, general radio theory and basic orbital mechanics).
  • Understanding of national and familiarity of international spectrum policies and spectrum regulatory, registration and coordination processes.
  • Familiarity with the ITU Radio Regulations and U.S. regulations.
  • Creative problem solving skills with acute attention to detail.
  • Strong organization and communication skills.
  • Ability to work well in a team environment.
  • Clearance: An active SECRET security clearance.

Responsibilities

  • Ensure future program compliance with national and international regulations.
  • Produce written and oral reports.
  • Provide support to program offices by attending regular tag up meetings, directing the performance of analysis and developing requirements that will ensure the regulatory compliance of RF systems.
  • Liaise with program offices to understand program current and future requirements.
  • Understand the process of developing spectrum plans and policy involving preparing analyses and position papers for national level spectrum policy meetings.
  • Be able to support numerous spectrum policy meetings in regards to spectrum re-allocation of DoD systems.
  • Supports technical lead personnel and project managers within the Navy in various technical activities related to system and technical product development.
  • Other duties as assigned.
