About The Position

Reporting to the Manager, Asset Management, this role involves building maps, GIS APPs, and focusing on GIS-related activities to provide expert guidance for the development of Regional Water and Wastewater Program Master Plans, State of Good Repair (SOGR) Plans, technical servicing analyses, and the administration and management of flow monitoring contracts. The position supports key business processes for infrastructure planning, data assimilation and evaluation for new and long-term strategic infrastructure planning, and assists Project Managers with Environmental Assessments and unique studies within the water and wastewater program planning group.

Requirements

  • High-level understanding/hands-on experience with GIS/CAD software and ability to manipulate and produce GIS/Mapping/Google Earth data and data sets.
  • Degree or college diploma in Geomatics, Geographic Information Systems, Civil/Water Resource Engineering, or a Certified Civil Engineering Technologist diploma.
  • 3-5 years of relevant experience.
  • Experience managing and analyzing dashboards, along with detailed reporting skills.
  • Understanding of water and wastewater industry infrastructure engineering principles and systems.
  • Ability to participate in multiple project teams and provide input and technical guidance into system operational, design, and program initiatives and challenges.
  • Exceptional customer service skills that require the ability to convert technical information and recommendations into language understandable by a variety of audiences.
  • Experience with ESRI’s catalogue of applications including ArcMap, ArcGIS Pro and ArcGIS Online Applications (Survey123, Dashboards, Insights, Workforce, StoryMaps, etc.).
  • Knowledge and understanding of hydraulic water and wastewater modeling principles, watershed and drainage principles, infrastructure servicing principles, and understanding of infrastructure materials and specifications.
  • Familiarity with Microsoft Office applications.
  • Strong organization skills.
  • Ability to multi-task in a fast-paced environment.
  • Excellent communication skills.
  • Great working in a team environment.

Nice To Haves

  • Familiarity with programming (SQL/Python) are an asset.

Responsibilities

  • Develop GIS datasets, maps, GIS APPs, and visual representations of data including advanced charts and dashboards.
  • Formulate information into presentations and technical reports, Council reports, and executive summaries for various audiences.
  • Develop and administer infrastructure information systems and programs related to water/wastewater/groundwater, graphical datasets, watershed information, climate impacts, capital planning, and cost estimation for DC development.
  • Manage capital budgets and data input into budget systems.
  • Act as a technical advisor and specialized technical research representative on specific projects for Project Managers and the Program Manager/Manager.
  • Draft Council reports, technical reports, policies, procedures, and guidelines pertinent to program planning goals and objectives.
  • Provide expert guidance to prepare information and recommendations on urban development related plans and infrastructure feasibility functions, identifying trends, anomalies, and critical high-risk components of infrastructure systems.
  • Collect, evaluate, and analyze complex technical data and information related to flow monitoring, sewer capacities, storm capacities, and intensification issues.
  • Provide technical expertise and recommendations to SOGR, Operations, and Capital functions for the Water and Wastewater programs.
  • Research, collect, evaluate, and manipulate data and information to support recommendations relating to complex infrastructure and service problems.
  • Identify trends, anomalies, and opportunities for improvement in the infrastructure systems.
  • Administer special programs related to civil engineering initiatives requiring collaboration with external service providers and agencies such as Conservation Authorities and engineering firms.
